What Hardware Owners Need to Know

Minnesota’s sweeping environmental legislation from 2023 is about to have an unexpected impact on hardware stores, locksmiths, and everyday residents. As of July 1, 2025, most keys and key fobs will be illegal to manufacture, sell, or import in the state due to strict new regulations on lead and cadmium content. While the law was originally intended to reduce exposure to harmful heavy metals, it has inadvertently placed a major burden on businesses and consumers alike.


Why Are Keys Being Banned?

The law sets a 0.09% limit on lead content in consumer products, including keys. Unfortunately, most keys today exceed this threshold, as brass—commonly used in key manufacturing—contains trace amounts of lead to improve durability and prevent corrosion. While lawmakers aimed to protect children from exposure to toxic materials, they failed to exempt keys from the regulation, leading to an unintended consequence that could disrupt daily life.


What Can Hardware Owners Do?

With the deadline fast approaching, businesses and residents must prepare for the transition. Here’s what you can do:


  • Stay Informed: Monitor updates from the Minnesota Pollution Control Agency (MPCA) and legislative developments regarding potential amendments or delays to the law.

  • Engage with Legislators: Contact state representatives to express concerns and advocate for practical solutions that balance public health objectives with industry feasibility.


  • Explore Alternatives: Investigate the availability of keys made from materials compliant with the new standards, though options may currently be limited.
