2023 Virtual Compact 101 Training Dates

In 2023, the Commission will continue to offer free monthly Compact 101 training sessions on Zoom.


The sessions are open to anyone, provide a brief history of the Compact and how the provisions support education transitions for military students. Attendees will receive a workbook and resource materials to assist them as they implement the Compact.

Letter to State Directors of Special Education on Ensuring a High-Quality Education for Highly Mobile Children

This letter and list of resources provides guidance and describes several important principles that states, school districts, school staff, parents, families, and others may find helpful in ensuring that highly mobile children with disabilities receive required special education and related services designed to meet their unique needs in a timely manner.

How to Settle the State Tug-of-War Over Migrants

In recent months, high-profile conservative governors like Greg Abbott of Texas and Florida’s Ron DeSantis have flown and bused migrants to blue states and cities in a move that Maryland Governor Larry Hogan decried as “publicity stunts.” While these transfers of migrants across state lines are most notable for dialing up the pitched political battle another decibel, could there be a serious solution for sharing the benefits and burdens of migration across jurisdictions? Federal immigration reforms have been stalled for decades and are likely to remain so. But a new interstate compact—an agreement of cooperation that states use in criminal justice and other contexts—could be part of the answer.

MIC3 Highlighted as Key Education Priority

In partnership with the United States Automobile Association (USAA), Blue Star Families recently released an updated version of their Corporate Citizens Playbook. First released in 2016, it highlights five areas of proposed corporate engagement with military-connected communities, including: Education, Employment, Financial Readiness, Health and Wellness, and National Security. The Compact is one of the five key areas in education. Member states are encouraged to share this resource widely with stakeholders.
