New! Online Training Portal

The Compact 101 overview training is now offered on the new online training portal at MIC3Training.net!


The training consists of ten modules (approximately 3-10 minutes each) that are completed at your own pace. Register for free here or read the FAQ for more information.

Laura Cyr

Compact Commissioner

MIC3 Maine

Dr. Laura Cyr, (she/her) is the Federal and State Legislative Specialist and joined the Maine Department of Education in 2022. Shortly thereafter, she was nominated as the Maine Commissioner designee for MIC3.


Commissioner Cyr has over 15 years of experience in the field of education as a middle school teacher, higher education administrator, and adjunct faculty member. Cyr initiated a middle school Civil Rights team in Clark County School District in Las Vegas, Nevada, coordinated a student government summit for the University of Maine System, and developed entry-year experience in professional writing at Unity College, a distance education option based in Maine.

RULES DEADLINE


At the fall ABM, the Commission added an annual submittal deadline date for proposed new rules and amendments to existing rules. Chapter 200-General Provisions, SEC. 2.101 Adoption of Rule states: “the proposal shall be submitted to the Interstate Commission office no later than February 28 of the current fiscal year for referral to the Rules Committee.”

FY2023 Annual Audit

Under the bylaws, the Commission is required to conduct an annual audit. Conducted by Blue & Co, the firm assessed the financial practices of The Council of State Governments and the Commission as an affiliate organization. The auditor's report, approved by the Finance and Executive Committee, did not have any findings. The Commission ended the fiscal under the projected budget.
