2023 Annual Business Meeting Held in Richmond

The Commission convened the Annual Business Meeting on November 8 and 9 in Richmond, Virginia. Hosted by Virginia Commissioner Designee, Daniel Dunham, and the Virginia Department of Education, attendees included state compact commissioners, ex-officio members, and special guests.


Keynote speakers included Dr. Lisa Coons, State Superintendent of Education, and retired Army Major General Craig Crenshaw, Secretary of Veterans and Defense Affairs who underscored the importance of taking care of our military servicemen, women, and their families.

Supporting Kids with Special Needs

The Federation for Children with Special Needs (FCSN) recently facilitated a discussion on the support and resources provided in Massachusetts. Special guests included Laurel Wironen, School Liaison for Hanscom AFB, Shana Wickham, Exceptional Family Member Program and Family Support Coordinator, and Lindsey Dablow from MIC3.


The FCSN provides information, support, and assistance to parents of children with disabilities, their professional partners, and their communities.

Welcome Florida Compact Commissioner Terrance McCaffrey! McCaffrey replaces Bob Buehn, who stepped down after serving 12 years as the state representative in July.


Currently serving as the Deputy Director of Operations for Civil Air Patrol (CAP) National Headquarters, Commissioner McCaffrey is the Chief Pilot with the FL Aviation Center in Tallahassee FL. Prior to these roles, he was the Vice President of Military and Defense Programs at Enterprise Florida Inc. and served the State of Florida in positions with Volunteer Florida, the Florida Fish and Wildlife Conservation Commission, and the Florida Department of Environmental Protection. McCaffrey transitioned to state government after more than 30 years in the US Air Force.
