Blue Star Families Supports Military Familes
Blue Star Families (BSF) was approved as the newest ex-officio member at our Annual Business Meeting held in Richmond, Virginia in November. They join five other ex-officio members, including the US Department of Defense, to serve in an advisory capacity to the commission. Ex-officio members work with member states to promote the compact and our mission to stakeholders. BSF's Vice President of Governmental Relations Tom Porter was appointed to serve as the liaison to the Commission, and recorded an overview of BSF's mission and programming.
Commission Chairman and Louisiana Commissioner, Ernise Singleton, was pleased to welcome Mr. Porter, “We welcome Blue Star Families as part of our network of support and appreciate their advocacy to further our work.”

School Liaison Officers Help Military Families With Transitions
School Liaisons are subject matter experts on K-12 grade education regarding the transition of military dependents attending public, private and home schools. They engage regularly with military commanders, educators and parents, and work closely with state and local education authorities to support military connected students.
The School Liaison serves as the primary point of contact for school-related matters; represents, informs, and assists Command; assists military Families with school issues; coordinates with local school systems; and forges partnerships between the military and schools. While the compact covers interstate education transitions between public schools and U.S. Department of Defense schools, the SLs support families by assisting with transfers between all educational options – public, private and homeschool.

New Graphic Provides Status of State Compliance
The Compliance Committee recently unveiled a new tool for monitoring progress with annual compliance requirements. Recently, a state requested clarity on how they should interpret the 'wheel'. "The wheel is simply a monitoring tool, not an evaluation criterion," said Compliance Chair Steven Bullard (KY), "it’s meant to be a quick way to look at a lot of information in a densely formatted graphic format." Red blocks show – per the color guide at the above – where a state is still outstanding. The wheel represents the current Fiscal Year 2024, so a state is not “delinquent” in any area until July 1, 2024. “Fiscal Year 2024” is highlighted in the white center block.
Each “spoke” represents a state. The concentric rings are color-coded to a specific event. If the color on your spoke matches the event, you are compliant for that event; if it is “red”, it’s still outstanding. "For those who, like me, are fully or partially color blind, with little ability to discern color differences," added Bullard, "we added color density differences in the color guide so you can still tell where that “color” stands out in the wheel. The main value in the wheel is that a quick look, once you understand the chart, tells the viewer where states are at in completing their current requirements, and which ones they still need to work on."
