Tim McMurtrey, Idaho
Appointed by Gov. Brian Little on May 9, 2019, Tim McMurtrey was selected as the Idaho Compact Commissioner.

A career educator, McMurtrey has a Master of Education Degree in Educational Administration from the University of Idaho. McMurtrey currently serves as the Chief Performance Officer/Strategic Planner with the Idaho State Department of Education. Read More
CELEBRATING 100 YEARS

National Federation of State High School Associations (NFHS)
Davis Whitfield has served as the Chief Operating Office for the National Federation of State High School Associations (NFHS) since 2015. He has been pivotal in strengthening the relationship with the MIC3, and has played a key role advocating for state athletic personnel to serve on MIC3 state councils.

During the National Federation of State High School Association’s (NFHS) Summer Meeting, held June 28 to July 2, the NFHS celebrated its centennial and shared the history of how it has evolved over the past 100 years as the national service and administrative organization for high school athletics and performing arts activities as it is today.

One segment of the student population that has needs, challenges and issues different than the general “mainstream” group are military-connected students.

To meet those needs the NFHS partnered with, and became an ex-officio member of, the Military Interstate Children’s Compact Commission (MIC3) in 2015.

Military families sacrifice so much to serve, protect and support our country. At minimum we need to provide an opportunity for those who wish to participate in our state association programs an avenue and an opportunity. Military families never ask for special treatment – simply the opportunity upon arrival at a new high school or community to get involved. Read More

PROMULGATION OF RULES

In 2018, the Rules Committee began developing a Promulgation of Rules Guide to include clear and concise procedures for proposing new Commission Rules or amendments. The Rules Committee was committed to making the process straightforward and transparent. In May, on the recommendation of the Rules Committee, the Executive Committee adopted the Promulgation of Rules Guide.

The guide outlines the process to propose new Commission Rules or amendments to existing ones. During this process Committee Members examined the Commission’s guiding documents as well as other interstate compact procedures and guidelines. 

I wish to sincerely thank the Members of the Rules Committee for all their work and thoughtful discussion in producing this guide.

COMPACT APPLICATION
KINDERGARTEN ENROLLMENT
Rule 3.102(b) defines Kindergarten enrollment, and since July 1, 2018, 24% of Compact related cases received and documented at the National Office have dealt with this topic.

In one case, a family received orders to move from Hawaii to Washington. However the family wanted to leave Hawaii and return to their home of record in Florida before reporting to their official duty station in Washington, so they could enroll their child in kindergarten.

The family sought clarification as they wanted to enroll their child in kindergarten in Washington, having already been enrolled in school in Florida, their home of record.

The Compact states the child must have been enrolled or attended class in the sending state at the time of transition. In this case the home of record, Florida, is not the sending state, that was Hawaii. This does not preclude the receiving state, Washington from allowing the child to be enrolled but it is not obligated to do so under the rules of the Compact.

MEASLES OUTBREAK GROWS
Since highlighting this matter in the June newsletter, the number of reported cases of measles in the United States has grown from 764 to 1,044, an increase of 37%. As the outbreak continues to grow, several states have now passed or are considering legislation to curb exemptions. Read More .
