Business impacts ahead of Alberta referendum

The Alberta Chambers of Commerce (ACC) continues to serve as a leading voice for Alberta’s business community, providing research-driven insights and advocating for the conditions businesses need to invest, grow, and create jobs. Through a recent media release, opinion editorial, and Alberta Referendum resource page, ACC has highlighted findings showing that separation-related uncertainty is already influencing business planning, investment decisions, workforce growth, and competitiveness across the province. As Alberta approaches the October referendum, ACC encourages businesses and stakeholders to stay informed by exploring these resources for key research, analysis, and business perspectives.

October Referendum

Investments follows stability. Uncertainty has a measurable cost.

This fall, Albertans will vote on whether or not to start the legal process to hold a binding provincial referendum on separating from Canada.

The St. Albert and District Chamber of Commerce is a politically independent organization and does not adopt views or policies for or against any political party.

However, the Chamber can and does adopt positions concerning political or economic issues of concern, as stated in our bylaws.

This is the Chamber's position with regards to the referendum as approved by the Board of Directors:

"Investors do not respond to announcements. They respond to predictability. The longer Alberta operates inside an unsettled policy environment, the more capital sits on the sidelines or moves elsewhere."

Stability is the precondition for everything else the chamber wants to see in Alberta; capital deployment, hiring, regional investments, and improved productivity. The current environment is already imposing measurable costs on Alberta employers, and those costs compound the longer the uncertainty persists.

While the grievances driving public discourse around the referendum are real, the solutions are ultimately economic. As we approach October, it is vital to recognize that prolonged political uncertainty creates a measurable drag on our local economy.

Currently, 28% of Alberta businesses report that political conditions are already impacting their operations—a significant increase in less than a year. This uncertainty has real-world consequences for Albertans:

• Stalled Investment: Among businesses impacted by political uncertainty, 46% have already delayed, scaled back, or cancelled major investments.

• Reduced Confidence: 41% of these businesses report a decline in investor or lender confidence.

• Workforce Impact: Uncertainty is the single most cited reason (54%) for employers slowing their workforce growth.

The Chamber’s focus remains firmly on the economic file. Constitutional questions do not bring capital into Alberta; predictability and competitiveness do. Albertans are looking for a clear path forward that delivers market access and a regulatory environment where businesses feel safe to invest and grow.

Diversifying the province's economy is the top priority for Alberta businesses

Businesses continue to rank removing interprovincial trade barriers as their top priority (71%), while the public is increasingly focused on economic diversification, with support rising 11 points since 2024.

Alberta business priorities

Our latest Alberta Perspectives research found that 87% of businesses believe it is important to resolve Alberta-specific trade issues with the U.S. and secure a tariff-free trade agreement, with 67% describing it as very or vitally important to Alberta's economy.

Share your tariff-related challenges

ACC partner EMC is gathering input from Alberta manufacturers experiencing tariff-related challenges. Employer feedback will help inform sector-specific workforce profiles, planning tools, and supports designed to strengthen Alberta's manufacturing sector.

If your organization has been impacted by tariffs, or you know another manufacturer that has, consider sharing your experience.
