Subject: Missing Persons Update

Location: Covington, KY


COVINGTON, KY- On June 22, 2026, Covington Police officers received a missing-person report for Todd E. Garland, 64, of Covington. The reporting party said they had not seen Garland since June 9, 2026, and shared concern for his welfare.


On June 10, 2026, detectives with the Covington Police Department made contact with Garland in connection with a criminal investigation. The investigators developed information yesterday, indicating Garland had departed the United States, flying to Paris, France, on June 11, 2026.


Today, Covington Police detectives received confirmation from Homeland Security Investigations that yesterday, June 23, 2026, Garland was found dead in Paris, France. The Paris Police Prefecture is investigating his death, and we have no further information regarding the circumstances.


We will release any updates if it is appropriate to do so. Questions regarding the death investigation should be directed to the Paris Police Prefecture.
