Like many of you, my internal calendar resets and my new year begins when September rolls around. Perhaps it is because the summer is winding down and school begins in earnest. Perhaps it is because of the change in the weather. September has always given me the chance to reflect on accomplishments, to step up my game, and to set new parameters to achieve our goals for the upcoming year.
A few days ago, I was thinking of how much work we have accomplished, and how much we have added to our plates and taken on since the pandemic. I like to work “proactively”, but the pandemic has most of us working “reactively” and I hate to admit how much of our advocacy work is still not settled, still a bit chaotic – we still have many spinning plates in the air (and who, might I ask, lit them on fire?) Call for Nominations for 2021 Board Elections

The call for nominations for candidates for the 2021 Board of Directors Election opens tomorrow, Friday, September 25. Do you know someone who would be a great addition to the MLA Board of Directors? Submit a nomination! We also encourage you to self-nominate if you are interested in serving on the MLA Board! The call for nominations will close on Monday, November 2.

MLA has seats to fill and the Nominating and Leadership Development Committee (NLDC), chaired by Past President Kristin Shelley, is looking for interested candidates to fill three at-large seats plus a President-Elect position on the MLA Board of Directors, with terms beginning in July 2021 and ending in June 2024.
Each year in September, the call for nominations for the MLA Board opens. This year we invite each and every one of our members to apply – individuals representing any type of library, any staff position within the library (not just directors), any size and budget, and in any geographic region of Michigan.
Our goal this year is to cultivate new board members who can expand the board’s collective cultural awareness. We are looking for candidates with a variety of professional expertise, cultural backgrounds, spectrum of life experiences, and geographic reach, who can help MLA respond to future needs within the library field.
As we expand our search beyond the customary networks (yes – that includes those of you who have never, ever considered this experience), we want to make sure that you know how dedicated we are in engaging new board members to share their perspectives and opinions – opening the door to different ideas and conversations. Our recruitment process, between September 24 and November 2 when nominations close, will be thoughtful, strategic, and respectful as we begin to look for ways to become a more diverse organization.
Self-nominations are definitely accepted. Throw your hat in the ring, we’d love to hear from each and every one of you.

MLA Welcomes New Board Member

We are pleased to welcome Anne Heidemann, Director of the Saginaw Chippewa Tribal Library to the MLA Board of Directors.
Anne will serve a 9-month term through June 20, 2021, filling the seat vacated by retired Secretary/Treasurer Richard Schneider.

We are very lucky to have such wonderful representation at the national level by our ALA Councilor, Jennifer Dean. For the past two years, she has represented MLA’s interests. Part of her responsibility is to connect Michigan to the national agenda and to represent us at the ALA Midwinter and Annual Conventions. Due to the unusual circumstances with the global pandemic, Jennifer has been attending these events virtually and has done an outstanding job writing up her findings and reporting back out to the field. During these unprecedented times, Michigan libraries have expanded their access to digital content and found innovative ways to continue their programming virtually.
Help us highlight the amazing work our libraries continue to do to support our communities, and promote all of the amazing virtual, digital and distance programs, services and collections available and waiting for Michigan library patrons to discover.
Join us in participating in Michigan Library Appreciation Month and help us bring awareness to our libraries and the valuable role libraries, librarians, and library workers play in continuing to serve our communities.
There are several ways libraries, library staff and patrons can get involved. Last month we asked that you submit the Michigan Library Appreciation Month proclamation to your local elected officials to give them time to proclaim their support! If you have not done so already, we encourage you to contact your elected officials as soon as possible. Issuing a proclamation can sometimes take several weeks but it's simple to do:
- Identify a council member, mayor or supervisor to sponsor the proclamation. Contact information can be found on your local city, county or township website

MLA Annual Membership Meeting Notice
|
Notice is hereby given to MLA members that the Annual Meeting will take place during MLA 2020 Virtual Conference on Thursday, October 29, 2020 from 2:45 to 3:45pm via Zoom. MLA 2020 Virtual Conference registration is not required to attend the annual meeting and all members are welcome and encouraged to attend. Members will receive an invitation with the Zoom link to attend the meeting in early October. A copy of the agenda is linked here.
The annual meeting is a time to hear about MLA’s progress during 2019-2020 and to vote on any matters that are necessary for membership review.

Membership to Vote Online on Bylaw Updates Before 2020 Annual Meeting
|

The Michigan Library Association Board of Directors is recommending changes to the organization’s bylaws. Due to the global pandemic and a virtual annual meeting for 2020, an online vote will take place between Monday, October 5, and Thursday, October 29 at 2:00 pm. An announcement of the results of the voting will take place at the MLA Annual Meeting on Thursday, October 29 at 2:45 pm. All members eligible to vote based on the current bylaws (organizational members, unaffiliated library directors, and affiliated/unaffiliated individual members) will receive voting instructions via email. All members are encouraged to read the proposed draft of the MLA Bylaws and note the following changes generally and by section. Read more

$1 Million Increase in State Aid to Libraries for FY21
|

Our advocacy efforts (yours, mine, and ours) have paid off!
We did it!
The library community has been rewarded with a $1 million increase to the FY21 State Aid to Libraries.
This kind of increase takes determination, time, and lots of hard work…For the past few years, we asked for an increase. A year ago, we were hopeful that our legislative leaders would add this as a supplemental as the budget “season” dragged on. This year, in the midst of dramatic budget cuts throughout our state – caused by a global pandemic and worsening economic challenges – we were hopeful to remain flat. But that certainly isn’t the case!
As of September 23, Michigan legislators voted to approve the FY21 State Budget with an increase in State Aid to Libraries of $1 million GF/GP for a total of $13,067,700. Other line items for the Library of Michigan – 33 FTE - $4.9M, Michigan eLibrary - $1.7M (the MeL GF was cut by about $32,000), and Library Services and Technology Programs - $5.6M have remained somewhat similar to past year’s budgets with general increases to staff salaries, Governor Whitmer is expected to sign this budget into law in the coming days and it will become effective on October 1, 2020. The Governor's office issued a press release yesterday evening stating: "The Michigan Legislature and the administration of Gov. Gretchen Whitmer have worked together to put the Fiscal Year 2021 budget in place that will soon become law. It is a budget that funds shared priorities such as education, economic development, public health, public safety, and the environment."
Our message over the years has resonated and we are thankful every time you contact your legislators by picking up the phone, writing a note, sharing an email, inviting them to read a story or hold their coffee hours at your library, and/or responding to an MLA call to action. They absolutely know the importance and value of libraries in their communities.
Advocacy happens year-round – now is not the time to let up. We each have a job to do. The Governor and our legislators will begin to quickly get their priorities in place and another cycle will be underway to develop the FY22 budget – expected to be a challenging year due to the coronavirus. It will be even more critical in the next 6 months to keep our legislators informed of what you are doing, how this increase has helped you, and what your library means to your community.

SB 611 Privacy Act Updates
|
|
For the past year, MLA and our members have worked diligently with Senator Peter MacGregor (R-Rockford) to make sure that any changes to the Michigan Library Privacy Act (1982 PA 455) continue to protect the rights of Michigan citizens.
After an extensive pause in moving bills through the legislative process due to the coronavirus, a few weeks ago, SB611 (S-2) was moved from the Judiciary and Public Safety Committee to the full Senate. With a slight amendment recommended by the MLA Board and approved by Senator MacGregor, on Tuesday, Sept. 22, SB611 (S-2) was heard on the Senate floor and was passed with a unanimous vote of approval. We are proud to say that it will now move onto the Michigan House of Representatives for their consideration (we think after the election) and then onto Governor Whitmer for her final signature (hopefully before the end of the year).
The proposed bill – SB611 – removes obstacles and legal barriers libraries sometimes face when a crime has been committed in the library while providing for continued protection to a libraries core foundational value…protecting patron privacy…in their reading histories, materials borrowed, resources reviewed, or services used at the library.
The greatest change to the Michigan Library Privacy Act as proposed in SB611 has come in clarifying that a library record does not include video surveillance and that video surveillance can be turned over to law enforcement without a court order if it shows no identifying records. Libraries have an obligation to provide a safe and welcoming environment for the public that they serve. By updating the current Act we are providing the potential to make libraries safer by hastening the investigation of crimes committed in the library and on library property through video surveillance.

MLA continues to follow the Governor's Executive Orders to monitor their impact on libraries. Here is the status and a short recap of Executive Orders of note to libraries as of September 17, 2020:
In order to limit the spread of COVID-19 in indoor spaces, this order clarifies that indoor social gatherings and organized events among persons not part of the same household remain limited to 10 people or fewer statewide.
EO 2020-177 - Declaration of the State of Emergency and state of disaster-related to the COVID-19 pandemic effective immediately and continuing through October 1, 2020, at 11:59 pm.

Last Call to Complete the 2020 Census
|
Libraries are essential, trusted partners in achieving a complete count in the 2020 Census. The 2020 Census will determine how more than a billion dollars in library funding will be allocated to our states and communities over the next decade. Everything from schools and Head Start to healthcare and emergency relief depends on a complete and inclusive Census count.
In August, the U.S. Census Bureau announced that it would end all counting efforts for the 2020 census on September 30, one month earlier than originally planned.
Michigan is currently tied for sixth in the nation when it comes to responding to the 2020 census. If we're not counted, our communities won't get their fair share. One in three U.S. households has not filled out the Census form - and the deadline is the end of this month! Complete your Census before September 30.
Share the message with your patrons: If your household hasn't yet filled out the 2020 Census, please respond today. It only takes 10 minutes to fill out your Census - and it will support your library for the next 10 years. There’s still time to be counted - the deadline to fill out the 2020 Census is September 30, 2020.

Sessions to help you deal with the new normal of operating during a global health crisis include sessions on creating virtual and distance programs and services, and common legal concerns and issues to be aware of such as privacy, copyright, discrimination and liability issues with virtual programs; as well as sessions on designing thoughtful and safe physical spaces, and techniques to increase resilience and reduce stress related to COVID-19.
Timely programming on increasing equity, diversity and inclusion in our libraries and communities will engage attendees in sessions on creating inclusive collections and the legal and library management aspects of inclusivity. Scholarship Applications for MLA 2020 Virtual and Fall Institute Due Tomorrow

We are excited to gather virtually with the Michigan library community next month and we don't want anyone to miss out on the opportunity to attend because of financial reasons.
MLA provides close to $10,000 annually for librarians and support staff at any Michigan library to attend MLA events. There are two specific funds that provide scholarships – the MLA Education Fund and the MLA/MALC Academic Library Fund. Individual members of MLA are eligible for MLA Education Fund and MLA/MALC Academic Library Fund scholarships.
Scholarship applications are due this Friday, September 25. The application forms are very short and simple!
