Greetings members of The Council of State Governments' Midwestern Legislative Conference Education & Workforce Committee. This quarter's newsletter is coming out a bit early in order to make you aware of the outstanding catalogue of policy sessions being held at this year's CSG National Conference.


For the first time in quite a while, this year's conference is being hosted within our region in downtown Chicago on Dec. 9-13.


To receive the CSG group rate at the conference hotel, reservations must be made by Friday, Nov. 21.


The agenda features several sessions on education and workforce policy.


  • Dec. 11 (9-10 a.m.): "AI and Education: How States are Preparing Youth for Tomorrow"
  • Dec. 11 (2-3 p.m.): "What States Can Do to Improve Outcomes for All Students"
  • Dec. 12 (9-10 a.m.): "State Strategies to Grow Mental Health Provider Workforce"
  • Dec. 12 (2-3 p.m.): "Celebrating America 250: Innovations in Civics Education"
  • Dec. 12 (3:15-4:15 p.m.): "Reducing Barriers to Employment for Military Families through Interstate Compacts"


In addition, the MLC Executive Committee will meet on Dec. 12 from 9-11:30 a.m., and a CSG Midwest Reception will be held on Dec. 10 from 5:30-6:30 p.m.

Education & Workforce Articles


The modern K-12 school environment relies heavily on the "internet of things" for daily operations and instruction. As such, when a school's information technology infrastructure is hit by a cyberattack, the effect can be incredibly disruptive and costly.


This final article of 2025 explores the various actions state legislatures are taking to centralize cybersecurity use standards and incident reporting requirements. It also analyzes proposals to embed responsible computer practices into the K-12 curriculum and deliver financial aid to school districts struggling with rising cyber-insurance costs.

Keeping Kids Safe in School


On Nov. 13, our committee co-hosted a webinar with the MLC Corrections & Public Safety Forum. The policy session touched on recent efforts being made in Midwestern states and across the country to make school environments safer.


The session included a presentation by the founder of the nonprofit Make Our Schools Safe, which has worked with state lawmakers and other leaders on initiatives to install silent panic alarms in K-12 schools. The goal of these initiatives is to improve response times to emergency situations. The webinar also featured a presentation by the Learning Policy Institute and its recently published national report on behavioral threat assessments of students.
