What's new in Mid-County

Elrich Seeks Applicants for Wheaton Urban District Advisory Committee



County Executive Marc Elrich is seeking applicants to fill three vacancies on the Wheaton Urban District Advisory Committee, for one representative of a Wheaton business that employs more than 10 people (large businesses); one representative of a Wheaton business that employs less than 10 people (small business); and one resident of the Wheaton Urban District. If you have previously submitted an application, it will be considered and it is not necessary to apply again.


The 11-member Committee provides information and advice to the County Executive and the Director of the Mid-County Regional Services Center regarding promotions, maintenance, service levels, and budgetary guidance for the downtown Wheaton Urban District.


Members serve three-year terms without compensation, but are eligible for reimbursement for travel and dependent care for in-person meetings attended. The Board currently meets virtually by video- and teleconference the second Tuesday of each month at 6:30 PM. When in-person meetings resume in the future, the Board will meet at the Mid-County Regional Services Center, 2425 Reedie Drive, Wheaton.


Applicants of diverse, backgrounds, professions, genders, geography, abilities, ethnicities, and ages are encouraged to apply. Members of County boards, committees and commissions may not serve on more than one such group at a time. Members must complete training on the Maryland Open Meetings Act and basic parliamentary procedure. The County Executive’s appointments are subject to confirmation by the County Council. Applications will be forwarded to the Council for confirmation. The deadline for application is January 20, 2023.

Annual Dr. Martin Luther King, Jr. Day Tribute & Celebration

Montgomery County Executive Marc Elrich and the Dr. Martin Luther King Jr. Commemorative Committee invite you to the event “We are Martin," a tribute honoring the life and legacy of Dr. Martin Luther King Jr. and Heroes of The Civil Rights Movement. On Mon, January 16, 2023, at 4 p.m.


Montgomery County Holiday Schedule for Martin Luther King Jr. Day on Monday, Jan. 16


The Montgomery County Government, and programs that impact County residents, will have schedule and program changes for Dr. Martin Luther King Jr. Day on Monday, Jan. 16.

  • County offices—Closed.
  • MC 311—Closed.
  • State offices and courts—Closed.
  • State Motor Vehicle Administration offices and Vehicle Emissions Inspection Program stations—Closed.
  • Libraries— Closed Sunday, Jan. 15, and Monday, Jan. 16.
  • Alcohol Beverage Services (ABS)—All stores will be open from 10 a.m.-5 p.m.
  • County-operated COVID-19 Vaccination and Testing Clinics—Clinics will operate on Saturday-Sunday, Jan. 14-15. They will be closed on Monday, Jan. 16.
  • Department of Permitting Services—All offices, including customer service lobby, will be closed.
  • Ride On, Ride On extRa, and Ride On Flex—Will operate a holiday schedule.
  • Flash—Orange Line operates a holiday schedule. The Blue Line will not operate.
  • Ride On—All holiday schedules can be found at: Special Holiday Schedules - Division of Transit Services - Montgomery County, Maryland (montgomerycountymd.gov)
  • MARC Train—R schedule on all three lines. Only trains with an "R" under the train number in the Camden and Penn Line timetables and Brunswick Line trains listed in the special grid on the right side of the timetable will operate. Find schedules at Schedules | Maryland Transit Administration.
  • TRiPS Silver Spring commuter store—Open 10 a.m.-4 p.m.
  • TRiPS Mobile Commuter Store—Closed.
  • Metrorail—See https://www.wmata.com/schedules/timetables/.
  • Metrobus—See https://www.wmata.com/schedules/timetables/.
  • Public Parking Garages, Lots, Curbside Meters—Free.
  • County-provided trash and recycling collections are postponed on Monday. Collections will slide one day later than usual throughout the week, with last pickup on Saturday, Jan. 21. 
  • The Shady Grove Transfer Station and Recycling Center—Closed.
  • Aquatic Centers—Will operate on normal hours on Monday.
  • Community Recreation Centers—Closed.
  • Senior Centers—Closed.
  • Montgomery Parks—Visit www.montgomeryparks.org for complete information. Additional schedule changes:

·        The Open Parkways program will be extended during the MLK holiday weekend. During this time, parkways are open to pedestrians and bicyclists and closed to motor vehicles. Parkways impacted include Beach Drive between Connecticut and Knowles Avenue (2.9 miles)From 9 a.m. Saturday, Jan. 14, until 7 a.m. Tuesday, Jan. 17. Sligo Creek Parkway between Old Carroll Avenue and Piney Branch Road and between Forest Glen Road and University Boulevard West: From 9 a.m. Friday, Jan. 13, until 7 a.m. Tuesday, Jan. 17. Little Falls Parkway between Arlington Road and Dorset Avenue (0.4 miles): Open 24/7 for recreation and exercise.

·        Montgomery Parks Headquarters and Permits Offices—Closed.

·        Montgomery Parks Public Information and Customer Service Office—Closed.

·        Brookside Gardens Visitor Center and Conservatory--Closed (Gardens remain open).

Transportation Holiday Schedule for Martin Luther King, Jr. Day on Monday, Jan. 16

Below are the transportation-related holiday schedules for Martin Luther King, Jr. Day on Monday, Jan. 16.

  • County offices - Will be closed
  • Ride OnextRa and Flex bus services - Will operate on a Holiday schedule.
  • Ride On Flash bus service - The Orange line will operate on a Holiday schedule. The Blue line (typically, weekday only) will not be in service.
  • TRiPS Commuter Store at Silver Spring Transit Center - Will be open 10 a.m.- 4 p.m.
  • TRiPS Mobile Commuter Store - Will be closed.
  • Parking at Bethesda, Silver Spring and Wheaton Public Garages, Lots and Curbside Meters - Will be free.
  • Metrorail service - Will operate on a Saturday Holiday schedule from 5 a.m. to midnight. View timetables here

Recreation Center Membership Passes Are Free in 2023 


Montgomery County Recreation Center membership passes will be free for County residents in 2023. Starting Jan. 3, a free pass will provide access to fully equipped fitness rooms, open gym (drop-in) activities and game rooms at any community recreation center during regularly scheduled hours.  Read more.

Montgomery County Recreation to Host Summer Camps Fairs on Sunday, Jan. 22, to Help Plan for Summer Activities

Volunteers Needed for 2023 ‘Point-In-Time Homeless Count’ That Provides Data for Allocating Resources for Those Experiencing Homelessness

Montgomery County’s annual “Point-In-Time (PIT) Street Count is scheduled for the overnight hours of Wednesday, Jan. 25, and volunteers are needed to help survey unsheltered individuals and households. The County Continuum of Care, the County’s local planning body that coordinates housing, services and funding for homeless families and individuals, organizes the effort in partnership with service providers in the community. Grants

Placed Based Management Grant to Support Business Districts and Business Corridors



Montgomery County Executive Marc Elrich and the Montgomery County Council are seeking non-profit applicants for a new grant program funding placed based management supporting economic development and tourism in business districts and in urban corridors with significant business and retail offerings in areas of Montgomery County.

 

Award sizes will vary with a minimum award of $25,000 and a maximum award of $200,000. The grant will be awarded for up to a one year. Programs must be run and be evaluated during this period.

 

The Place Based Management grant’s success will be evaluated by dollars reinvested in Montgomery County, buildings rehabilitated, net gain in jobs, and net gain in businesses. There is a preference given to non-profit organizations with a history of equity, diversity, and inclusion in their programming background.

  • Applications Open: Monday January 9, 2023 at 10:00 AM
  • Application Deadline: Monday February 16, 2023 at 10:00 AM
  • An online information session for the grant program will be Friday January 13, 2023 from 1:30 to 3:00 PM. (the link to and a recording of the event will be posted on the online application platform).

Nonprofit Community Grant and Grants Management Reform Survey


The Office of Grants Management (OGM) is seeking feedback from the County's nonprofit community to help reshape the Community Grants program and other grants management practices. The goals of this survey are to:

  • Guide reforms of the Community Grants structure, process, timeline, and goals; 
  • Inform the development of the County’s competitive grant program regulations, policies, procedures, & support resources;
  • Inform the development of the County’s grant agreement regulations, policies, procedures, and support resources; and
  • Gain a broader understanding of the needs of our nonprofit partners to make the grants transition a success.

OGM requests one response per organization so please coordinate feedback within your organization and then submit a response. The survey will close Thursday February 16, 2023 at 9:00 AM.

Two Grant Programs Launched to Assist Disabled, Seniors and Low-Income Residents with Transportation Needs

Two grant programs designed to increase transportation services for disabled, senior and limited income residents were launched this week by the Montgomery County Department of Transportation Approximately $800,000 in operating and capital budget funds will be available to eligible nonprofits to create assistance programs or enhance existing ones. Read more.
