CDE Updates

Legislative Update

AB 2074 (Muratsuchi & Alvarez) was signed into law on 9/29/24. It requires CDE to develop a statewide implementation plan for the state's EL Roadmap Policy and assemble an advisory committee that will include district and county leaders, educators, family representatives, and policy experts. CDE will submit a final implementation plan for the legislature’s review by 11/1/26. Stay tuned for more information to come.


Title III Annual Online Reports

LEAs are required to complete the Title III Annual Online Reports (for each program: EL and Immigrant Student) depending on the funds they received for 2023-24. Originally, the Title III reports were intended to be accessible from 9/30/24-11/11/24. CDE is working on enhancements that will allow the collected data to be validated much more efficiently. Due to the enhancements, the Title III Annual Online Reports submission window has been delayed. Updated instructions and login information for the online reports will be sent to the 2023–24 Title III subgrantees.

ELPAC Updates

2024-25 Summative ELPAC Test

The 2024–25 Summative ELPAC Administration and Scoring Training (AST) will become available on 10/14/24. LEAs can access the AST and the Moodle training site from the ELPAC Test Administration Trainings and Tutorial webpage. Summative ELPAC LEA Certification course in Moodle must be completed by the LEA Coordinator by 12/6/24 or LEA can be subject to a Tier 2 audit. Test examiners must complete the Test Examiner Training and Calibration course in Moodle before administering tests.


2024–25 Summative Alternate ELPAC

The Summative Alternate ELPAC Moodle will launch on 11/1/24. The Summative Alternate ELPAC AST Overview and Q&A webinar will be on 11/18/24. If an LEA has eligible students enrolled, they must complete Summative Alternate ELPAC AST LEA certification course by 12/6/24. For the Summative Alternate ELPAC, new and experienced test examiners must certify annually.

Screening for Risk of Reading Difficulties

The 2023 Education Omnibus Budget Trailer Bill established a requirement for LEAs, beginning with the 2025–26 school year, to assess each of their students in K–2 for risk of reading difficulties using a screening instrument or instruments identified by the Reading Difficulties Risk Screener Selection Panel (RDRSSP). The work of the RDRSSP continues with the development of a final list of screeners required to be approved by 12/31/24. It is anticipated that there also will be an Adoption Toolkit developed to support LEA adoption by 6/30/25 and implementation for all students in K-2 in 2025-26. Of particular interest to those working with multilingual learners is EC Section 53008 (h), which contains language around students who "do not speak sufficient English to be screened with an English-language instrument" and has raised questions in the field. More guidance and updates will be shared as they are released, but in the meantime, visit the CDE RDRSSP webpage for additional information, including how to receive email updates and opportunities for public comments at meetings.
