MMTC-Led Group of 28 Organizations
Files Letter with FCC in Support of Lifeline
On April 17, 2020, MMTC along with 27 other national public interest, civil rights, and business advocacy organizations filed a letter with the Federal Communications Commission (FCC) that addressed the Commission's  authority to regulate the Lifeline program in light of the 2019 Mozilla ruling. It is a moral imperative of the Commission to use the authority granted by Title I, Section 254(e) and ancillary jurisdiction to not only continue, but to expand the Lifeline program.

The Lifeline program connects millions of low-income, underserved households to phone and broadband service. This connectivity is increasingly vital to learn, work, and engage as a society, especially as communities of color are disproportionately impacted and disconnected by the COVID-19 pandemic. However, the program is significantly underutilized - only 28 percent of the 31 million Americans who are eligible are enrolled.

The full letter and list of 28 organizations is available here  here.
MMTC  expressed its support of FCC Chairman Ajit Pai's proposed plan to open the full 6 GHz band for unlicensed use in an April 3rd letter to the FCC . The FCC's move aligns squarely with MMTC's mission, as there is a critical need for actions that focus on bringing broadband to and improving access in underserved communities - particularly in light of the COVID-19 pandemic.

More unlicensed spectrum enables new applications that can benefit rural, low-income, elderly, minority, and other underserved communities in many areas, such as telework, telehealth, online learning, and more. Full unlicensed allocation also will provide the much-needed bandwidth for next-gen Wi-Fi 6 to flourish and provide even more opportunities to our communities, small businesses, and the economy.

At its open meeting Wednesday, the Commission formally adopted the proposal, affirming the release of 1200 MHz of spectrum for full unlicensed use. MMTC expressed further support on Twitter.

MMTC Participates in FCC Advisory Committee on Diversity and Digital Empowerment Meeting
On April 28th, MMTC participated in the FCC Advisory Committee on  Diversity and Digital Empowerment's (ACDDE) virtual meeting. The ACDDE meeting featured a report from each of the working groups. Each Working Group proposed strategic changes in their work plans to reflect COVID-19's impact on future operations.

The Access to Capital Working Group's report focused on its ongoing examination of ways to improve access to capital in order to encourage management and ownership of broadcast properties by a diverse range of voices, including minorities and women.

The Digital Empowerment and Inclusion Working Group's report discussed its work assessing access, adoption, and use of broadband and new technologies by under-resourced communities.

The Diversity in the Tech Sector Working Group's report addressed its progress in examining issues pertaining to hiring, promotion and retention of women and minorities in tech industries.

MMTC Celebrates the Life of  Broadcasting Pioneer and Former MMTC Board Member  Willie Davis
NFL legend and broadcaster Willie Davis, a former member of MMTC's first Board of Directors, died on April 15, 2020. After he left the NFL, Davis launched All-Pro Broadcasting in 1976 and acquired several radio stations in California and Wisconsin.  Davis was inducted into the Wisconsin Broadcasters Association's Hall of Fame in 2008.

David Honig, MMTC President Emeritus and Senior Advisor, recalled Davis's pivotal role in broadcasting and with MMTC: "He was far ahead of his time as a broadcaster and humanitarian.  From MMTC's Day One (December 17, 1986), Willie served on our first board of directors with fellow minority broadcast pioneers Bertram Lee and Ragan Henry.  These three broadcast icons raised the funds to get MMTC established and working for social justice in media and telecom."

Suzanne Gougherty, Director, MMTC Media & Telecom Brokers, remembers him: "I spent time with him on several different occasions at his stations in Milwaukee back in the 90's.  He was a man of honor.  Sat on the board of Kmart and was a great help to me to secured funding for a syndicated show that I produced for radio stations."
