The goal of the California Cancer Caucus (CCC) is to develop a continuous line of communication and education between stakeholders and health policy decision makers, as a resource for all cancer related public policy.
MOASC, the California Medical Association (CMA) and its local county medical societies have joined together with hundreds of organizations in opposing the so-called "Fairness for Injured Patients Act" (FIPA) because it will devastate our health care delivery system, hurt community health centers and raise health care costs for ALL Californians. FIPA will be on the ballot this November and, if passed, will effectively eliminate MICRA’s protections. Funded by a wealthy out-of-state trial attorney, this proposition would be a windfall for lawyers at the expense of California’s most vulnerable patients.
The CalHealthCares Loan Repayment Program application deadline has been extended to Friday, March 11, 2022. To help applicants with the process, CalHealthCares will be hosting a live Question and Answer webinar on Tuesday, March 1, from 12-1 p.m. to address applicant questions. CalHealthCares provides loan repayment on educational debt for California physicians and dentists who increase access to care to Medi-Cal patients. Eligible physicians can apply for a loan repayment award of up to $300,000 in exchange for a five-year service obligation. Eligible dentists can apply for a loan repayment award of up to $300,000 in exchange for a five-year service obligation or a Practice Support Grant of up to $300,000 in exchange for a 10-year service obligation. The program is funded by Proposition 56 voter-approved, tobacco tax revenues.

CMS is replacing its Global and Professional Direct Contracting Model with a new accountable care organization model at year's end called the ACO Realizing Equity, Access, and Community Health Model. The new framework is intended to enhance care and health equity, and it will require ACOs to submit a plan outlining how they intend to reduce health care disparities and address the needs of underserved Medicare beneficiaries. Per CMS Deputy Administrator and Director of the CMS Innovation Center, “Under the ACO REACH Model, health care providers can receive more predictable revenue and use those dollars more flexibly to meet their patients’ needs — and to be more resilient in the face of health challenges like the current public health pandemic. The bottom line is that ACOs can improve health care quality and make people healthier, which can also lead to lower total costs of care.”
The Center for Medicare and Medicaid Innovation eliminated the accountable care organization transformation track from the Community Health and Rural Transformation Model, which offers upfront investments, outcomes-based payments and regulatory waivers to health care providers serving Medicare patients in rural areas. The CMS said qualified health care providers can still join the Medicare Shared Savings Program and the CHART program's community transformation track.
HHS sent $560 million in Provider Relief Fund money to more than 4,100 health care providers this week. The fourth phase of the program granted higher payments to smaller applicants and extra assistance to those that serve Medicaid, Medicare and Children's Health Insurance Program beneficiaries.
CMS announced a national coverage determination that expands coverage for lung cancer screening with low dose computed tomography (LDCT) to improve health outcomes for people with lung cancer. This final decision expands eligibility for people with Medicare to get lung cancer screening with LCDT by: 1) Lowering the starting age for screening from 55 to 50 years, 2) Reducing the tobacco smoking history from at least 30 packs per year to at least 20 packs per year.

Don’t Forget to Tell CMS to Fix DIR Fees! Please submit comment on Proposed PBM Regulation by March 7th! PBM abuses have been a hot topic in Washington for years. CMS is currently taking the first step in reining in these abuses by fixing the direct and indirect remuneration (DIR) fees that PBMs charge pharmacies. With the link to the one-stop page, you can share your perspective on DIR Fees with CMS and your members of Congress. With CMS finally showing a real interest in meaningful DIR fee regulation, the time is now to encourage follow-through and let lawmakers know this should only be the beginning of regulating PBM abuses!
The CDC significantly relaxed nationwide mask guidelines in accordance with new COVID-19 community-level metrics that account for new COVID-19 cases, hospital capacity and new hospitalizations. Under the new guidance, Americans residing in areas with low or medium community levels do not need to use masks in public or indoor settings, and the new metrics indicate only about 28% of Americans reside in areas where COVID-19 levels are high and masks should be used in schools and other indoor settings.
