MOBILITY MONDAY

Message From Executive Director, Greg Stuart

As we usher in the holiday season, we often find ourselves rushing from place to place, excited to reconnect with our loved ones, go shopping or dine out. It's also a time when we see an influx of traffic on our roadways with our snowbirds coming back to town, and that also means busier roads. Let's extend our southern hospitality by being patient, allowing for extra travel time, and remembering that everyone wants to arrive at their destinations safely. Anticipation and awareness are key to safe travel this holiday season. Always plan your routes ahead, ensuring that you account for traffic congestion, weather, and roadway conditions.  With our South Florida winters being so pleasant, many will choose to walk or cycle. For our enthusiastic cyclists and dedicated walkers, visibility is key. If possible, wear bright colors, use reflective gear, and stay in well-lit areas, especially when it gets dark early in winter. Always stick to the sidewalks and crosswalks where motorists expect to see you. While we, at the Broward MPO, strive to deliver safer, smarter, and more efficient transportation services to our communities, we depend on you to prioritize safety, follow the rules of the road, and be patient with others. Enjoy the holidays, celebrate the season safely with family and friends, and make safety your number one priority.

BROWARD MPO IN ACTION

Addressing the Impacts of Climate Change

and Planning a Resilient Future

Another emphasis area of the Broward MPO’s Route to 2050 Metropolitan Transportation Plan (MTP) is resiliency. Resiliency is defined as “the capacity to withstand or to recover quickly from difficulties.” In a transportation system, this means that roadways, transit, and their supporting infrastructure, can quickly return to service or endure temporary and long-term environmental changes. We have already felt the impacts of the changing climate in Broward, from higher than ever ocean tides to record rainfall and elevated temperatures. These are issues that the MPO is working to address now, for the next 25 years, and beyond, as part of the MTP.

In our last MTP, known as Commitment 2045, eight corridors were identified for resiliency studies, based on prior work documented in both the South Florida Climate Change Vulnerability and Adaptation Pilot Project and Extreme Weather and Climate Change Risk studies. Since the adoption of Commitment 2045, the MPO has developed its Transportation Resilience Framework Study, which establishes a process for systematically identifying, assessing, and responding to risks within our transportation infrastructure. The MPO is currently applying this process to Hollywood Boulevard and a portion of US-1 in Fort Lauderdale. You can find more information here. The goal is to work with the community to understand how the corridors’ vulnerabilities impact their lives, identify alternatives to address the vulnerabilities, and fund community-supported improvements.  For the Route to 2050 MTP today, the prior studies were expanded upon through the application of a system-level approach that considered extreme heat and future groundwater elevation, in addition to sea level rise and flooding. Vulnerability was assessed based on three factors: sensitivity (bridge condition), exposure (to the stressors), and adaptive capacity (how many travelers are affected and the detour length). This information will be used in the MTP’s project prioritization process to increase the scores of projects proposed on the most vulnerable corridors. It will also ensure that the MPO’s partners are aware of the resiliency needs to be addressed in the project’s development and implementation.

The results of this analysis will also be used to identify corridors and specific projects for inclusion in the MTP’s needs plan. Depending upon available funding, one or more of these projects will be included in the Route to 2050 Cost Feasible Plan. As more funding becomes available, through a federal grant, such as PROTECT (Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation), additional corridor studies and projects will be advanced. Along with safety and emerging technologies, this focus on resiliency is one more example of how the MPO is progressing on the Path to 2100.
