Purpose & Applicability
·
·Applies to non-residential, townhouse, mixed-use, and multifamily properties within the overlay boundaries.
· Standards apply to new construction and to redeveloped/refurbished sites (as determined by the Planning Director).
· Overlay standards supersede base zoning if conflicts arise.
Applies to specific roads in the overlay, including:
· Five Forks Trickum Rd
· Killian Hill Rd
· Rockbridge Rd
· Old Tucker Rd
· River Dr
· Dogwood Rd
· Oak Rd
· Tom Smith Rd
· Bowers Rd.
Transportation & Infrastructure
· Interparcel access required between adjacent tracts (unless infeasible).
· All new utility lines underground.
· Sidewalks required along rights-of-way and within developments; minimum 4 ft wide.
· Amenity pads (2 ft x 8 ft) for benches, planters, trash containers at intersections, transit stops, and school bus stops.
· Pedestrian amenities required along transit routes.
Streetlights
· Decorative streetlights required along public rights-of-way.
· Staggered placement, 150 ft on-center, both sides of roadway.
· Max pole height: 40 ft (smooth black pole, cobra head fixture).
·
Greenways
· Projects abutting greenways must provide multi-use path connections for pedestrians and cyclists.
·
· Must comply with Gwinnett County Trails Master Plan.
Landscaping
· 20 Tree Density Units per acre for non-residential development.
· At least 50% of trees must be 3-inch caliper or greater.
· Landscape islands every 15 parking spaces.
· 10-ft landscaped strip between roads and parking lots.
· Street trees required (3-inch caliper minimum), spaced 50 ft on-center or grouped at 120 ft.
Parking & Accessory Structures
·Large retail (>125,000 sq ft): 10% of parking must use porous/grass paving.
· Up to 25% compact spaces allowed (min. 8 ft x 17 ft).
· Parking in front limited to 10% (one double row max).
· No more than 30% of parking on sides; majority must be to the rear.
· Primary building facades must face the street, within 70 ft of ROW, with sidewalk connections.
· Bike racks, benches, trash receptacles required.
· Shopping cart corrals must be decorative.
· Vending machines must be indoors.

Signage & Temporary Uses
· Must comply with Sign Ordinance, but with stricter limits:
o No billboards or oversized signs.
o Only monument-style ground signs (brick, stone, stucco, wood, or metal).
o Canopy/awning signs limited to 15 sq ft per frontage.
o No blinking, neon, inflatable, or temporary signs.
o Peddlers prohibited
Architecture
· Must conform to Gwinnett County Architectural Design Standards and UDO Design Guidelines.
· Building plans require Director approval before permits.

Prohibited / Restricted Uses (require Special Use Permit)
NOTE: The verbiage of Prohibited is strike through and changed to SUP
· Smoke, novelty, or CBD shops
· Vehicle rental services
· Vehicle repair, service, and body work
· Vehicle sales and related services
Based on the Agenda Package the wording originally prohibited the above establishments. This is replaced with allowing these businesses with a Special Use Permit.

Do you feel we need more gas stations along Five Forks Trickum Rd? (gas stations already require a Special Use Permit, but based on survey results so far, the community prefers them to be prohibited) The Rowen subdistrict overlay has 41 prohibited business type uses! This shows that we can have other business types prohibited next to our neighborhoods!
