Recap of the 2024 ASHP House of Delegates
By Jessica Jones, Pharm.D., BCPS, BCCCP; critical care specialist, Corewell Health Dearborn Hospital and Lama Hsaiky, Pharm.D., BCPS; clinical supervisor infectious diseases service line, Corewell Health System
The 76th Annual Session of the American Society of Health-System Pharmacists’ House of Delegates convened in June at the 2024 ASHP Pharmacy Futures Conference in Portland, Oregon. We had the pleasure of being joined by fellow Michigan delegates Jesse Hogue and Rebecca Maynard, as well as alternate delegates Rox Gatia and MSHP Executive Vice President Ed Szandzik. We collaborated with delegates across the country over four days to consider 17 policies. Since March, the House has approved 24 policy positions and one statement. The Policies Approved by the ASHP HOD June 2024 and a summary slide set are available on the ASHP website. A full list of policy titles can be found at the bottom of this article.
At its first meeting June 9, the House of Delegates approved two policy recommendations without amendment: Council on Therapeutics 2 (Psychedelic Assisted Therapy) and Council on Education and Workforce Development 4 (Pharmacy Residency Training). Further, the House amended 13 policy recommendations submitted to the board for final approval. In addition, the House defeated CEWD, Implications of Artificial Intelligence for Professional Integrity policy, in favor of incorporating the substance of that policy recommendation into amendments to Council on Pharmacy Practice (CPhP), Role of Artificial Intelligence in Pharmacy Practice policy.
The House voted on several policies that align with the Michigan Pharmacists Association legislative priorities and items discussed at the MPA House of Delegates. Notably, the ASHP House also supported advocating for the removal of standalone examination of federal or state pharmacy law as a requirement for licensure to increase interstate practice flexibility. The state of Michigan passed a similar policy in February 2024. ASHP has new policies on artificial intelligence (AI), independent prescribing authority, provider liability and technician education. See this ASHP News Center article for more detailed information.
In addition to these policies, during its second session, the House also considered one new business item and one resolution, and approved final Board actions on three policy recommendations.
New Business Item: Re-classification of Reproductive Health Medications as Controlled Substances
- To amend ASHP policy 2250, “Access to Reproductive Health Services,” be revised by addition of a new clause 4, reading: “To advocate that states should not re-classify medications related to reproductive health, such as misoprostol and mifepristone, as controlled substances, given the low likelihood of personal abuse or physiological dependence; further,”
Resolution: Reconsideration of the Council of Public Policy Liability Protection Policy Proposal
- To advocate that pharmacists be able to provide evidence-based dispensing and care to patients without fear of criminal or civil legal consequences, harassment, or liability; further, to advocate that protection against liability extend to referrals for out-of-state care and for dispensing to patients from another state.
A particular highlight for the Michigan delegation and MSHP occurred during the second House meeting, when House election results were presented. Our very own Jesse Hogue was announced as the newly-elected ASHP Chair of the House of Delegates! Hogue will serve a three-year term, which began in June 2024. Please join us in congratulating him as he embarks on this well-deserved new endeavor!

To keep the ASHP policy cycle efficient and responsive, ASHP will likely conduct another online meeting of the House of Delegates in November. Proposed professional policy language is expected to be posted to the ASHP House of Delegates website and ASHP Connect in early October, and voting will take place over the week of Nov. 8-15. We continue to encourage you to review the proposed policies and contact one of the delegates with any questions or comments you may have: Lama Hsaiky (lama.hsaiky@corewellhealth.org), Jesse Hogue (hoguej@bronsonhg.org), Jessica Jones (jessica.jones2@corewellhealth.org), and Rebecca Maynard (maynardr@bronsonhg.org).

Be a Part of the Change in MSHP
By Michelle Dehoorne, Pharm.D., MSHP immediate past-president
| |
|
As the warm summer breeze fades into the cool of autumn and winter, it reminds us that a time of change is upon us. Change is a continuum within our lives and health care. Certainly, we all have shared experiences in the last few years – and even months – that have resulted in changes to pharmacy practice and patient care.
COVID-19, health care system reorganization, outpatient pharmacy closures and cyberattacks have all significantly altered practices. The COVID-19 epidemic showcased pharmacists' value and their ability to expand patient access to care. Furthermore, access to acute and outpatient care has been strained by reorganizations, mergers and joint ventures as health systems continue to adjust to remain viable to provide better care for Michigan patients. In addition, outpatient pharmacies have closed, further expanding health care deserts in Michigan resulting in patients needing to travel more than 15 minutes to access a pharmacy. Lastly, cyber attacks have strained the health care system, impacting access to care, challenging our resilience and exemplify the need for protective legislation.
Through these challenges, our professional organizations stand by our pharmacy teams and patients by advocating for legislation, emergency expansion of roles, reduction in health care disparities with test-to-treat programs, expansion of pharmacy-based vaccine programs and advocating for pharmacy benefit manager (PBM) reform and pharmacist provider status. They also provide a professional community for members to share experiences and learn from each other in order to improve patient care and outcomes.
MSHP, its members and board, are also driving change. MSHP’s mission is to provide leadership, support, and a collective voice for its members as they practice and advance the pharmacy profession to achieve desired health outcomes through optimal medication use. Annually, our MSHP President sets the direction for MSHP charges and organizational work that results in change. Our committee members support this, while ensuring the voice of our membership is represented in this work.
Over the next few months, Kyle Schmidt will be ending his successful term as MSHP president and swearing in President-elect Stacy Brousseau at the MSHP Annual Meeting in October. President-elect Brousseau currently is preparing for the next year and moving us forward in advancing our profession and supporting the MSHP mission. This work formally started with the fall retreat at the MPA headquarters on Sept. 5.
I encourage you to become more involved in MSHP, make a change and be part of the change. It’s easy and rewarding.
- First, vote in the Board of Directors election now! Help us select our new board members and next president-elect. Voting is open until Sept. 23; check your email for a message from associationvoting.org to get started.
-
Join a committee, even if you have never been part of one before by filling out the MPA Member Engagement Form by the end of today! Twice a year committees meet at MPA headquarters to focus on charges set by the President.
-
Attend the MSHP Annual Meeting Oct. 25 in Grand Rapids at the Sheraton Airport Hotel to learn and become re-energized along with other MSHP members and a team of first-class presenters. Continuing education hours are attainable for pharmacists, pharmacy residents, student pharmacists and pharmacy technicians, along with a chance to network with other members and connect with exhibitors and sponsors showcasing their latest advancements and products.
-
Volunteer or nominate a hospital leader to participate in our primary MSHP fundraiser, a Reverse Exhibitor program that supports MSHP initiatives and reduces the cost of the annual meeting. The success of this program depends solely on the participation of health system decision makers, purchasing/formulary managers, or a clinical specialist in oncology/hematology and infectious diseases, in particular. Last year, MSHP garnered more than $100,000 in sponsorship to support the work of MSHP. Contact MPA Chief Strategy Officer Bryan Freeman for more information.
-
Lastly, nominate an MSHP member for an award. It's a great opportunity to encourage continued advancements in practice and recognize a member or team that exemplifies the MSHP mission. Click here to access a listing of all previous Society award winners or click below to submit a nomination. Award nominations are due today!

- RESIDENT'S CORNER -
Transition from Student to Resident: Navigating the Change
By Kaitlyn D. Pratt, Pharm.D., and Emily A. Hamlin, Pharm.D., PGY-1 pharmacy residents, Aleda E. Lutz VA Medical Center, Saginaw
The transition from pharmacy student to pharmacy resident is a significant leap and often accompanied by growing pains. The primary focus as a student is on learning material and performing well on exams. As residents, the focus shifts to applying that knowledge to real-world situations, becoming independent decision makers and taking on greater responsibility. As new residents presently navigating this transition, we want to provide personal insights and experiences on how to successfully make the adjustment from student to resident.
The shift from student to resident can be overwhelming, but also fulfilling. Rewire your brain to move from an academic role as a student to a health care practitioner role as a resident. The following are areas you may also struggle with and strategies that can help me during this transition period:
Increased responsibility
As a student, your role is primarily observational, with someone guiding you every step of the way. As a resident, however, you are expected to take the reins and make independent decisions that ultimately impact patient outcomes.
- Things you may find helpful:
-
Identify a mentor. Having a mentor to provide advice, chat with, or simply listen can be invaluable for your mental state.
-
Supportive preceptors. Preceptors can provided feedback and guidance while still allowing space to grow as an independent practitioner.
Effective time management
Balancing clinical duties, projects, meetings and personal life is challenging.
- Things you may find helpful:
-
Use a planner. This helps create a visual of tasks and allows you to prioritize and establish timelines more easily. It is much easier to know how much you have going on if you keep track of it all in one place. Keep a running to-do list for all your ongoing projects as well as a calendar to map out what your week/month will look like.
-
Set daily goals. The satisfaction of checking off tasks throughout the day can be motivating. Breaking down commitments into smaller pieces makes them feel more manageable.
-
Take breaks. Try your best to adhere to work breaks. It can be tempting to work on projects through lunch, but downtime is essential to prevent burnout.
Maintaining a growth mindset
As a resident, growth is inevitable. However, the amount you grow depends entirely upon yourself.
- Things you may find helpful:
-
Become comfortable with being uncomfortable. Instead of shying away from the increased responsibility as a resident – jump into those experiences. You have your preceptors to guide you.
-
Shift your mindset. As a student, you might find yourself thinking “what do I have to do today?” When transitioning to residency, changing the question to “what do I get to do today?” creates a space where you’re excited to learn and ready to accept whatever comes your way.
Know your limits
As students, we are often pushed to our limits and our general reaction is to take it all in and push forward.
- Things you may find helpful:
-
Learn how to say no. As a resident you have the option to say no, something you may not have been used to as a student. Before taking on additional projects, make sure you really think about if you can realistically complete them.
The start of residency can be a challenging time, but also an exciting one. Becoming a resident is one of the biggest jumps a student makes since starting pharmacy school and these individuals may need a little grace during this transition. The best things residents can do to make the transition smoother are to stay organized, lean on their preceptors and always strive for growth. This time of change may be overwhelming, but it is simply the first hill to climb on the path to becoming highly skilled pharmacists!
