A Message from MSNJ President, Marc J. Levine, MD

Dear Colleagues,
We have come so very far in this time of COVID-19. We have seen hospitals fill with critical care patient needs. We have seen scarcity of resource guidelines created, but fortunately never needed. We have seen our country answer the call to duty by outproducing the need for ventilators. We have seen United States Naval hospital ships sail into ports on both sides of our country. Social distancing has become the norm, but we have remained steadfast and creative in staying connected. Testing is on the rise, and drug treatments and vaccines are moving forward utilizing the best and brightest minds in medicine. Most importantly, we as physicians have not hesitated to treat each and every patient, despite the fact that we are oftentimes putting ourselves in harm’s way.
Last week, I had the honor of testifying before the New Jersey Senate for which I, on behalf of MSNJ, are extremely grateful. Senate President Sweeney invited myself and five others to testify regarding the condition of healthcare in New Jersey, and Deputy Majority Leader Paul A. Sarlo chaired the hearing. I came away from these hearings incredibly impressed with the concern that these civil servants and other state senators had with the health of our profession, as well as the health of New Jersey residents.

June 3 Application Deadline for Provider Relief Funds General Distributions
HHS announced that
providers need to take action by June 3, 2020
regarding the CARES Act Provider Relief Fund distribution of the first $50 billion, referred to as the General Distribution. Specifically, HHS indicated that by June 3, those who had received funds need to accept the HHS Terms and Conditions and submit revenue information to be considered for an additional General Allocation payment. Subsequently, HHS announced that it had extended the attestation deadline for an additional 45 days, but the June 3 deadline has remained on the
Provider Relief Fund website
. HHS was asked why the website still has a deadline of June 3 when the attestation deadline has been further extended.

CMS Announces Enhanced Enforcement on Nursing Home Violations
CMS announced enhanced enforcement for nursing homes with violations of longstanding infection control practices. CMS is increasing enforcement for facilities with persistent infection control violations and will impose enforcement actions on lower level infection control deficiencies. CMS Administrator Seema Verma stated, "While many nursing homes have performed well and demonstrated that it’s entirely possible to keep nursing homes patients safe, we are outlining new instructions for state survey agencies and enforcement actions for nursing homes that are not following federal safety requirements.”
CARES Act funding will be allocated to states based on performance-based metrics and states need to complete their focused infection control surveys by July 31, 2020. If they are not submitted within that timeframe, then states will be required to submit a corrective action plan to their CMS location outlining the strategy for completion of these surveys within 30 days.

MSNJ COVID-19 Impact Survey
MSNJ is conducting a survey to determine the impact of COVID-19 on physician practices. Answer survey questions regarding the impact of COVID-19 on staff reductions, the need for PPE, education, and telemedicine issues so it can be brought up with legislators and government administrators and used to help us get medical practices reopened.
