Bill to Address Insurance Audits & Claims Payment for Health Care Providers During COVID-19
This week, the NJ Legislature introduced a bill to address insurance audits & claims payment for health care providers during the COVID-19 pandemic. The pandemic has posed several challenges to physicians throughout New Jersey, as they have needed to adjust their practices and operations accordingly to provide the highest quality of care while battling on the frontlines of this crisis. Bill A-4005/S-2431, sponsored by Senator Gopal and Assemblywoman Jimenez, alleviates some of the burdens placed on physicians during this public health emergency by requiring health insurance carriers to suspend all administrative and technical denials of claims, including denials based on physician credentialing requirements, while also suspending all preauthorization and concurrent review for outpatient services. Furthermore, the bill will also require health insurance carriers to process payments for services rendered in a timely manner during New Jersey’s state of emergency declaration. During these uncertain times, having measures like this in place will ensure that New Jersey physicians, whether employed by hospitals or operating their own practice, may keep their focus solely on providing the most timely, optimal care to their patients. Additional Funding Related to Treatment of the Uninsured
A portion of the $100 billion Provider Relief Fund will be used to reimburse healthcare providers, at Medicare rates, for COVID-related treatment of the uninsured. Physicians are eligible for this funding. Every health care provider who has provided treatment for uninsured COVID-19 patients on or after February 4, 2020, can request claims reimbursement through the program and will be reimbursed at Medicare rates, subject to available funding. Steps will involve: enrolling as a provider participant, checking patient eligibility and benefits, submitting patient information, submitting claims, and receiving payment via direct deposit. Providers can register for the program starting April 27, 2020, and can begin submitting claims starting today, May 6, 2020 . See timeline below:
  • April 27 – Sign up period begins for the program
