2025 - MVA Update

As your representative, one of my top priorities is keeping you informed about decisions made in Annapolis that directly impact your family, your wallet, and your daily life.


That’s why I want to alert you to a number of significant changes to vehicle registration and titling fees that will take effect on July 1, 2025, as a result of House Bill 352, which was included in this year’s Budget Reconciliation and Financing Act (BRFA).


I voted against the state budget and the BRFA because I believe Marylanders are already paying more than their fair share. These fee increases will hit working families, small business owners, and even our agricultural and transportation sectors, at a time when many are already stretched thin by inflation and rising living

costs.


Despite my opposition, the bill was passed by the majority party and signed into law. That means these changes will go into effect, and I want to ensure you’re aware of what’s coming and how it may affect your vehicle, your business, or your household expenses.


Below is a breakdown of the key changes, the types of vehicles impacted, and where you can find updated fee schedules from the Maryland Vehicle Administration (MVA).


What’s Changing?

• Adjusted vehicle registration fees for Class A and M vehicles weighing more than 3,700 lbs

• Adjusted vehicle registration fees for Class E trucks weighing more than 5,000 lbs

• Adjusted vehicle registration fees for rental vehicles in Classes A, D, E, F, G, and M

• Adjusted fees for obtaining a certificate of title

• New excise tax percentage for rental and non-rental vehicles

• Adjusted percentage MVA uses to calculate cost recovery for miscellaneous fees

• New definition to Historic Vehicles (Class L)


When?

Changes apply based on registration or contract dates. Be sure to check whether your vehicle or transaction falls before or after July 1, 2025, to determine which fees apply.
