A message from the President

The first month of the New Year went by like a flash!

In addition to our monthly Board Meeting, the 17 member/directors of MVAR's Board began their planning session to evaluate the recent survey and feedback from you the member. We are taking into consideration member feedback and using the information to create ways to find value for our overall membership.

We have experienced a slight delay to finalize our plans and will reconvene later this month. Next month watch for more updates in your newsletter as we navigate through 2021 together.

A message from the Professional Development Committee
The Professional Development Committee has welcomed two new members at the start of the year. With continued participation from all 2020 committee members, we now welcome Lila Timmons with Next Home Picket Fence Realty and Ronda Wymore from WVMLS. I am confident that our group of committed committee members will continue to serve you with valuable education opportunities throughout 2021. 

This month's general membership meeting will feature a panel of local Mayors including Salem, Keizer, Silverton, Stayton and Dallas. This will be the first year we will have Mayor Brian Dalton from Dallas joining the other area leaders to speak and address member questions. We have asked all mayors to share their philosophy on new development, upcoming issues/concerns of infrastructure, and new development in their communities. There is also time built into the meeting for members to address the mayors with additional questions after they have all had the opportunity to speak. I encourage you to join for the meeting, as this is your exclusive opportunity to hear from and address your questions to our local community leaders. This year, the mayor panel will also qualify for one continuing education credit. 

There are other continuing education virtual presentations you can register for now. As always, there is a calendar on the MVAR website - Events Calendar | Mid-Valley Assn. The February 24th risk advisory will be on "Water Rights" and is being presented later this month by Greg Walker, Watermaster, Oregon Water Resources Department. Also, you can register now for the education seminar "Discovering Commercial Real Estate" being presented by Curt Arthur on March 4th. Curt is the Managing Director of SVN Commercial Advisors, LLC in Salem and has been a top advisor for decades in the area. This is sure to be a presentation you don't want to miss! 

The committee is off to a great start this year with proposed continuing education planned into the summer months. We appreciate your member feedback and suggestions on upcoming continued education opportunities.

Government Affairs Update
Dear MVAR® Family,
 
As many of you know, I have decided to end my time as your Willamette Valley Government Affairs Director, effective at the end of February. Although I am excited about the possibility of exploring new opportunities in my professional career, I will greatly miss the hundreds of thoughtful, humorous and kind interactions I have had with many of you during the past seven years. I have yet to meet a kinder, more generous group of professionals in my career, and I am so grateful to call many of you dear friends. I look forward to crossing paths with you in the future and wish you all the best in 2021 and beyond. - Holly Sears

Willamette Valley Regional Government Affairs Meeting
The next regional Willamette Valley Government Affairs Committee Meeting will be on Tuesday, February 9, 11:30-1:00pm via Zoom. We will have an update on the 2021 Legislative Session from guest speaker Taylor Shanaman, Oregon REALTORS® Government Affairs Director. 1 CE credit will be issued for participants, but pre-registration is required. March 10, 2021 Virtual REALTOR® Day at the Capitol
REALTOR® Day at the Capitol has turned into a virtual event due to COVID-19 restrictions on gatherings inside the Capitol. Additional details about the event, including an agenda for the day's programs, information about continuing education aspects for Oregon REALTORS®, and what to expect in terms of engagement opportunities with legislators will be provided in the coming weeks. The tentative agenda includes a general session from 9:00-11:00am (2 CE credits) and meetings with your State Legislators between 12:00pm - 3:00pm. Register Here.

The Commercial Market Insights
January 2021

The commercial real estate market is recovering, but the recovery is facing a difficult challenge amid social distancing and business opening regulations to control the spread of COVID-19.
Commercial real estate sales transactions picked up in the fourth quarter, but full-year transactions were 32% below last year’s level.
REALTOR® and Affiliate Members - You heard it here!
According to WVMLS, as of 1/28/21, the City of Silverton currently has only 12 "active" residential listings with 45 "pending or active under contract". We usually have around 40 to 50 "active" listings, so clearly inventory is VERY limited.
We have 8 "active" bare land listings with 11 "pending or under contract". WVMLS shows we currently have NO multi-family units that are "active" at the moment, but 2 that are "pending or under contract". 
Silverton has 5 commercial properties that are "active" and 7 that are "pending or under contract".
To sum it up, the REALTORS® out here have been busy, but inventory is tight! - Trudi Schmidt, North Willamette Council Chair.

HOT off the press! DEQ has received approval from the Governor to temporarily suspend two onsite septic rules for properties impacted in 2020 by wildfires. These rule suspension are provided for in Executive Order 20-60 and the rule suspensions can be found at OAR Wildfire Rule Suspensions.
1.    The Governor has suspended rule OAR 340-071-0205(4)(b), which establishes setback requirements for the distance between structures and residential onsite septic systems for authorization notices. This rule suspension will facilitate rebuilding efforts on small lots where structures were destroyed or became inhabitable due to wildfire damage in 2020.
2.    The Governor also has suspended requirements for annual fee and maintenance contract requirements for alternative systems cited in in 340-071-130 (17)(a)(A), 340-071-0345(14)(a), 340-071-0275(6), 340-071-0290(7)(b), 340-071-0302(6) and 340-071-0345(14) while the structure, septic system or both are unusable due to fire damage. This temporarily suspends annual fee and maintenance contract requirements for systems that are inoperable due to wildfire damage. Annual fee and maintenance contract requirements will resume after systems are repaired or replaced.
These rule suspension are intended to facilitate rebuilding on fire damaged properties. Properties must continue to comply with all other applicable provisions of DEQ's statutes and rules in Division 71. This includes establishing appropriate setbacks and other protections to ensure that the general provisions in OAR 340-071-0130 for protection of public waters and public health are satisfied.
For more information, or to request a fee and maintenance reporting waiver for an approved alternative or ATT system, the public should contact their local agent found on the Onsite County Contacts page for the following counties: Clackamas, Douglas, Klamath, Lane, Lincoln, Linn, and Marion. Recently Zillow has removed the past two years of history from each of our on line connection with Zillow. This means that if someone searches for Realtors in Zillow (which we all know they pick up our data from the MLS's), it will not show any of our buying/selling history for the past two years. Makes it look like we don't have any experience or references to pull from. I am told, I have not verified, that we can enter our own data into Zillow so that it shows up again. I have not seen where we can do this.

Your association is always looking for members to be involved on one of our committees. We would encourage you to connect build your network and support the work we do for you and other members including advocacy, continued educational courses, special events planning, and fund raising to give back to our community on your behalf. Don't forget your dues were payable by January 1, 2021. There is no change from last year for your annual dues on the local level $149.00, state $285.00 or national $185.00 totaling $619.00. Notices have been mailed out to access your invoice. You can also login to your NAR® profile and pay online, or choose to stop by our office, or call us 503.540.0081 and our professional staff will assist you. Another option is to mail a check for REALTOR® dues to MVAR® P O Box 4114 Salem OR 97302. Remember a $50.00 late fee will be assessed February 1, 2021 for unpaid REALTOR® dues. If your dues are not paid by March 15th your REALTOR® status will be inactivated per NAR®.

Professional Development
Purpose: Provide opportunities to REALTOR® members to increase their knowledge, skills, and professionalism in order to better serve their
clients and customers. Recommend and review education topics, courses, and instructors for live instruction, webinars and designations.

Special Events
Purpose: Develops social functions that bring REALTOR® and Affiliate Association members together in a social atmosphere. Plans community service projects. Collaborates with the Community Foundation Board to organize the Children’s Christmas party, MVAR Awards Banquet, Annual Member Appreciation BBQ, Soup Wars, food drive and other community efforts. The committee plans for assignment of activities, recruits volunteers, and coordinates other actions necessary for successful events.

Government Affairs / RPAC
Purpose: Respond to legislative and political issues of concern to the real estate industry. Interviews candidates for office and assists in
determining support from the Association for local elections. Recommends and facilitates RPAC fund contributions to local candidates and
recommends and facilitates Issues Mobilization fund contributions to local issues and efforts.
Meeting Schedule: The first Tuesday of each month, 12:00 pm at the MVAR office or Virtual.

Professional Standards and Grievance
