Welcome to New General Manager
Dr. Mustapha Debboun is a Board Certified Medical & Veterinary Entomologist and has worked over 27 years in the field of public health entomology and vector-borne diseases. Born in Morocco, Dr. Debboun came to the United States to continue his higher education. He received his BS degree from Skidmore College in New York, his Masters degree from the University of New Hampshire and his PhD. from the University of Missouri. Upon graduation from the University of Missouri, Dr. Debboun began a career in the US Army where he advanced to the rank of Colonel, before retiring in 2014. His global military and civilian entomological work has taken him to over 35 different countries throughout the world. His main goal is to provide efficient and sustainable management of disease vectors and human protection from mosquito and other vector-borne disease threats, using not only conventional means but innovative, integrated vector management, as well. Dr Debboun collaborates with scientists throughout the world and has authored or co-authored over 115 scientific publications and four books. He also organizes and leads national and international public health entomology symposia, is a subject matter expert scientific reviewer and editorial review board member of eight scientific journals. Dr. Debboun and his wife, Natalie, have been married 29 years and raised three children.

Mir Bear-Johnson, Promotion to Assistant Manager
We would like to congratulate Mir on her promotion to Assistant Manager. Mir has been with the District since 2017 when she started as a Biologist. In 2018 she was promoted to Scientific Program Manager and put in charge of overseeing all aspects of the Delta Vector Control District laboratory including vector surveillance, vector-borne disease testing, insecticide resistance monitoring, budget, and research. Mir has a B.A. in Biology from Case Western Reserve University and a M.S. in Epidemiology from Tulane University School of Public Health and Tropical Medicine. She served for over two years in the Peace Corps in Morocco as a health education volunteer. Mir is trained in laboratory protocols as well as statistical analysis, and is certified by the California Department of Public Health as a Vector Control Technician in Categories A through D. Outside of work, Mir loves traveling and is attempting to visit every country in the world. She also enjoys spending time with her two cats and two chinchillas, playing board and video games, reading, writing, baking, hiking, art projects, gardening, and working on home improvement projects.

NPDES Reporting Information For 2019 Report

Individual Districts should send their annual reports before March 1st to

The coalition annual report is currently being done by our consultant and we hope to have a draft soon.  When we review the report and approve, we will update the membership on its submittal.
PDF Available for Mosquito Identification Key

Identification of the Mosquitoes of California by Richard P. Meyer and Stephen L. Durso is available for download at no cost after logging in to the MVCAC web site.  Because this key lacks Aedes aegypti and Aedes albopictus, the sections that contain those species in Regional Guide to the Common Mosquitoes of California by Richard Meyer is appended to the PDF.  The entire PDF is key word searchable so that the diagnostic characteristics of each species can be found easily.  MVCAC thanks Richard Meyer for providing a pristine copy of Identification of the Mosquitoes of California that was scanned to produce the PDF.  Please follow this link to access the key: https://www.mvcac.org/resources/member-publications/
Submit your district for the next Agency Spotlight

D oes your agency have a success story, a staff member you would like to publicly recognize, or an innovation by your agency that you would like to highlight?
