SBA Paycheck Protection Program (PPP)
As part of the $2 trillion Coronavirus Aid, Relief, and Economic Security Act (CARES Act), an additional $484 billion aid package signed on April 24, 2020 and the Paycheck Protection Flexibility Act signed June 5, 2020—the Paycheck Protection Program (PPP) provides $659 billion of loan funds to support small businesses, nonprofit organizations, and other eligible entities impacted by COVID-19.
Loans of up to $10 million will be available to cover eligible expenses including funds to pay workers, interest on mortgage obligations, rent, insurance, paid sick or medical leave, utilities and payroll.
- PPP loans cover costs incurred February 15, 2020 – December 31, 2020
- Up to 24 weeks of eligible expenses may be forgiven
- Loan repayments will be deferred until eligible expenses are approved

*Now Accepting New Applications for Economic Injury Disaster Loans and Advance!
In response to the Coronavirus (COVID-19) pandemic, small business owners in all U.S. states are able to apply for an Economic Injury Disaster Loan advance of up to $10,000. This advance is designed to provide economic relief to businesses that are currently experiencing a temporary loss of revenue.
*This loan advance will not have to be repaid
.
Recipients do not have to be approved for a loan in order to receive the advance, but the amount of the loan advance will be deducted from total loan eligibility.
SBA is accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications to qualified small businesses and U.S. agricultural businesses.

ELIGIBILITY CRITERIA
The grants dispersed by OHBM are for
Black businesses
that have been in existence for at least two years (as of March 2020).
There are three grant designations:
1.
$5,000 for businesses with 1-15 employees & revenues of $1M or less
2.
$10,000 for businesses with 16-30 employees & revenues of $2M or less
3.
$15,000 for businesses with 31-50 employees & revenues of $3M or less
APPLICATION INSTRUCTIONS
Grants will be awarded on a first come first serve basis, and a complete application with all requested documentation is necessary for consideration.
- Requested documents must include:
- Proof of Ethnicity
- Certification of Incorporation or Certificate of Authority
- MWBE Certification (optional - not mandatory)
- Two Years of Federal Tax Filings (2019, 2018, 2017 - only if they have not filed 2019)
- Current fiscal year Profit and Loss Statement
- Copy of current lease agreement
- Most recent payroll summary, invoices for rent, mortgage, operating expenses, utilities, technological upgrades

NYC, Mid-Hudson and Long Island are in Phase II. All other regions are in Phase III of reopening.
NYC Phase II Reopening Businesses
- In-person retail operations
- All business activities where the core function takes place within an office setting
- Vehicle sales, leases, and rental activities statewide
- Retail rental, repair, and cleaning activities
- Playgrounds and pools at local governments' discretion
- Commercial, non-residential building management activities
- Hair salons and barbershops. This does not include nail salons, tattoo parlors, or any other non-haircutting-related personal care services or activities, like beard trimming, nose hair trimming, facials, manicures/pedicures, makeup application, threading, tweezing, or waxing.
- Real estate activities
- Outdoor dining
