Municipal Water District of OC Retires Retirement Debt
The Board of Directors of the Municipal Water District of Orange County (MWDOC) has taken action to fully fund the liability for retiree health care benefits. Known as OPEB (Other Post-Employment Benefits), the Board implemented the funding recommendations of an actuarial report presented in October to Directors of the wholesale water agency.
The report by Demsey, Filliger & Associates found that recent contributions to the OPEB irrevocable trust brought the funding level to 89 percent of the projected liabilities and recommended that no additional contributions be made at this time. Instead of overfunding the trust MWDOC has elected to establish a reserve fund for the remainder of the OPEB liability.

MWDOC Directors Oppose Proposition 53
Directors of the Municipal Water District of Orange County (MWDOC) unanimously voted to oppose Prop. 53, which would significantly limit local control of major projects and would hinder recovery and repair projects after natural disasters or other emergencies.
"Proposition 53 is not just bad public policy, it's dangerous," MWDOC President Wayne Osborne said after the October 19 vote.  "Water agencies need the ability to quickly and efficiently repair or rebuild systems after an earthquake or other crisis."
Not only would Prop. 53 limit local control by giving voters throughout the state the right to vote on projects in Orange County, the measure fails to include any exemptions for disasters or other emergencies. Repairs to critical aqueducts and other infrastructure would be delayed until considered by voters statewide.

SMWD Opens Advanced Purified Water Plant at Lake Mission Viejo

Elected officials and other dignitaries joined Santa Margarita Water District officials on October 10 to celebrate a new system that will fill Lake Mission Viejo with advanced purified water - saving more than 114 million gallons of drinking water annually.

"In the last three years, as the current drought has intensified, the question of the lake-fill water, the use of drinking water for that purpose, has taken on new, critical importance," SMWD Board President Charley Wilson told the more than 50 people in attendance. "It was last year, when the District, our constituent cities, and all of our customers became intently focused on the demands of the drought that this simple, but profound idea of taking our already highly-treated recycled water and providing an extra level of treatment to meet the lake fill requirements, brought all these partners together to find and effect a change that would benefit all the parties."

Register now for the 2016 NWRI Clarke Prize Conference, a 1-day premier event featuring presentations on the most innovative research and activities today in urban water sustainability.  The conference will be held by the National Water Research Institute (NWRI) on Fri., Nov. 4, 2016, in Newport Beach, Calif.   
The conference is being supported by NWRI's member agencies, corporate associate sponsors, and the Water Environment & Reuse Foundation. 

Experts will speak on e merging issues in urban water quality,  new methods to assess water quality and addressing  challenges to urban water sustainability.

Brea Emergency Coordinator Honored
Anna Lee Cave, Brea's Emergency Preparedness Coordinator, is the 2016 recipient of the California Emergency Services Association's Petris Award, the organization's highest honor.

Named after the former state Senator who authored legislation establishing California's Standardized Emergency Management System, the Petris Award is presented to an organization or individual for outstanding service in the field of emergency management.
