Senate Votes To Go To Conference On Farm Bill
The U.S. Senate voted Tuesday to go conference with the House to iron out differences between their two versions of the farm bill. 
On July 18 the House voted to send the farm bill to conference, and following that vote, Speaker Paul Ryan, R-WI and Democratic Leader Nancy Pelosi, D-CA, named 47 Republican and Democratic members as House conferees.
Ryan named 29 GOP House conferees. Thirteen members of the House Committee on Ag were among the selected conferees, including Rep. K. Michael Conaway, R-TX, the agriculture committee's chairman. MWFPA state representatives included Rodney Davis (R-IL), John Shimkus (R-IL), and Sean Duffy (R-WI).
Pelosi named 18 Democratic members to the conference committee, including 10 members of the agriculture committee led by Collin Peterson, D-MN, the ranking member on the agriculture committee.  Others among MWFPA member states are Tim Walz (D-MN) and Rep. Cheri Bustos (D-IL).   
Even though the House will not return from its summer recess until September, leaders of the House and Sen. Ag. committees say that work on a compromise farm bill will continue through August. Senate Majority Leader Mitch McConnell, R-KY, said he was hopeful the conference report would be ready for a vote after Labor Day
McConnell and Senate Minority Leader Chuck Schumer, D-NY, were expected to name members to represent the Senate in the conference committee. Senate Ag Chair Pat Roberts, R-KS, said he expected nine senators to be named to the conference committee.
The current farm bill expires Sept. 30. 
Ag Immigration Bill Fails To Receive House Vote 
The Ag and Legal Workforce Act (HR 6417) was not voted on in the U.S. House of Representatives before that body departed on its August recess.
The AG Act includes the H-2C guest worker program, which would allow foreign-born workers to remain in the United States for up to 36 months on a renewable visa, though they would be required to return to their home countries to meet "touch back" requirements during that period. The H-2C visa would give legal documentation status both to existing workers already here and establish quotas for new workers.  It would also impose mandatory E-verify, an electronic verification of employment eligibility.
Foreign-born workers have become an integral part of the American food and agriculture system.  MWFPA has supported efforts to modify immigration policies without creating more obstacles for workers to connect with employers.  
While MWFPA has not opposed the E-Verify system, it advocates that any worker verification system not unduly burden employers, be properly funded, and have a high data integrity confidence factor. Those utilizing E-Verify should be protected from liability should they meet their obligations under the law.
Leadership in the House had promised to bring the Ag Act, sponsored by House Judiciary Chairman Bob Goodlatte, R-VA , and co-sponsored by six Republicans and two Democrats, to the floor in July. Capitol Hill observers say leadership delayed the vote out of concern of having enough votes and didn't want a third immigration-related measure to fail within two months. It was said that House leaders were also under pressure from non-agricultural groups opposed to E-verify
The American Farm Bureau, the National Milk Producer Federation and the National Pork Producers Council, in addition to many other national and state associations, support the bill.
WI Senator Conveys Trade War Woes To Trump
can of corn Sen. Ron Johnson,R-WI, recently met with a number of business representatives to discern how the trade war and tariffs are negatively affecting their efforts to maintain markets and prevent layoffs.   
Johnson concluded that in "farming and food processing, the retaliatory actions to U.S. tariffs will have a profoundly negative effect."
The senator recently transmitted his findings via a letter to President Trump.  Read the letter here.
Johnson reported price increases ranging between 30-40 percent on the steel and aluminum used by manufacturers.  "Because their global competitors are not experiencing these cost increases, they are losing both export and domestic orders and market share.  Some have either cancelled or put on hold planned capital expenditures.  Others are considering moving operations abroad. "
MWFPA and the canned food industry continue to strongly oppose the tariffs.

Congratulations to MWFPA member Lakeside Foods in Manitowoc, WI which recently broke ground on a new 100,000-square-foot addition to its packaging facility.  The company also expects to hire approximately 40 workers.
