Lawmakers Fail To Meet Farm Bill Deadline, Measure Can't Be Passed Until After Mid-Term Elections

As of this past weekend, no further meetings of the four lead negotiators on the Farm Bill have been scheduled, although House Agriculture Chairman Mike Conaway, R-Texas, has asked Senate Agriculture Chairman Pat Roberts, R-Kan., to set one up this week.  
 
Last week, ahead of the bill's Sept. 30 expiration, the four farm bill principals released a statement confirming that they're "still at the negotiating table," but Conaway issued a statement on Friday blaming Senate negotiators for the impasse.  
 
With the House having adjourned for the rest of the campaign season, a new farm bill can't be passed until after the election. 
 
MWFPA is working with the American Fruit & Vegetable Processor & Grower Coalition to ensure that its "all forms" fruit and vegetable language is a part of the final farm bill. 
 
U.S., Canada Reach Trade Pact
U.S. and Canadian negotiators have reached an agreement assuring Canada will be part of the renegotiated North American trade pact. As part of the deal, Canada agreed to eliminate its controversial Class 7 dairy pricing program.
 
Sept. 30 was the deadline set by the Trump administration to for a deal to rewrite NAFTA. The new deal will be known as the United States-Mexico-Canada Agreement or "USMCA."
 
That negotiators had arrived at an agreement was announced late Sunday night after a marathon bargaining session. The deadline was necessary in order to get an agreement that can be signed by Mexico's outgoing president, Enrique Peña Nieto, before the new administration there takes over on Dec. 1. Leaders from the three countries have to sign it and Congress and the legislatures in Canada and Mexico have to approve it.

Farm Bureau Asks Halt to Water Rule Nationwide
The American Farm Bureau Federation and a coalition of business groups have filed a motion in federal district court in Georgia asking it to expand its prior order delaying implementation of the flawed 2015 Waters of the U.S. rule in 11 states.  
 
The coalition asked that the United States District Court for the Southern District of Georgia extend its previous injunction to block the WOTUS rule in the remaining 22 states (including Illinois and Minnesota) that are currently subject to the controversial rule.

IL's Rauner Issues Amendatory Veto of Wage History Legislation
On September 21, Governor Bruce Rauner issued an amendatory veto to HB 4163 . The legislation would have prohibited employers from inquiring about prospective employees' previous salary and compensation.
 
The Governor's amendatory veto would allow an employer to seek or confirm a prospective employee's wage, salary or other compensation history after making an offer of employment with salary negotiated. 
 
The General Assembly will now have an opportunity to either override or accept the Governor's changes during the fall veto session.The bill passed with 87 "yes" votes in the House, but only 31 in the Senate, far less than what is needed to override a veto.

This year's MWFPA convention will again host a Silent Auction to raise money for the MWFPA Scholarship Fund. Everyone is invited to participate.

Last year's auction spoke loud and clear allowing us to award $17,000 in MWFPA Scholarships to the children of MWFPA members.
