Congress Avoids Shutdown, Speaker Boehner Resigns
Congress passed legislation to prevent a government shutdown this week, following a vote in the House that will keep federal agencies funded through Dec. 11.

The Senate approved the legislation earlier on Wednesday and the President signed it into law that evening.  Without action by Congress, the federal government would have shut down today, the beginning of a new fiscal year. The question for Congress now becomes how to prevent a shutdown right before Christmas.

In a surprise announcement, House Speaker John Boehner, 65, made known his intent to resign from the position of Speaker and his seat in the U.S. House of Representatives after serving there since 1990 and as Speaker since 2011.
 
Due to Boehner's resignation, there will be Republican leadership elections. The leadership election can go a few ways. House Majority Leader Kevin McCarthy of California is running for speaker and is considered the front runner. If he wins, that opens up the spot of House Majority Leader. Leadership elections will be held on Oct. 8 to select a new slate of leaders to help the new Speaker do his or her job.  Later in October, the full House is expected to vote on the new speaker.

The Carrot War Gets Serious
One way to establish healthy eating habits that will last a lifetime is to ensure school-aged children eat more fruits and vegetables.

MWFPA, through the American Fruit and Vegetable Processors and Growers Colaition, supports expanding the Fresh Fruit and Vegetable Program (FFVP) to allow schools to serve all forms of produce, which is consistent with USDA's Dietary Guidelines for Americans.

Recently, Reps. Bruce Poliquin (R-Maine) and Kurt Schrader (D-Ore.) introduced a bill that would expand the federal Fresh Fruit and Vegetable Program to include frozen, canned, dried and pureed fruits and vegetables.  Read more about this legislation from Politico.

IL Budget Stalemate Continues, House Passes $3.8B Human Services Funding
As IL enters its 4th month without an approved spending plan, IL Gov. Rauner remains in a seemingly intractable standoff over the state budget with veteran Democrats controlling the General Assembly.

An Illinois House committee recently passed a plan to pay for human services during the state budget stalemate. The $3.8 billion spending plan was sent to the full House and would also authorize the state to spend $1 billion from the state lottery fund to pay winners who aren't getting paid due to the budget impasse. The Senate passed the bill on a partisan roll call the last time they were in session. 

Federal court orders require billions of dollars to be paid for service programs, but Republican Gov. Bruce Rauner has said he'll veto the bill as it is a piece-meal appropriation.
The House will return Tuesday, Oct. 20. The Senate returns Oct. 6.
