OSHA Delays Again Enforcement Of Record-Keeping Rule
The Occupational Safety and Health Administration (OSHA) has once again delayed enforcement of its new record-keeping rule that would, among other things, limit an employer's ability to conduct post-accident drug and alcohol testing.

OSHA agreed to delay enforcement of the rule until December 1, 2016. The rule had been scheduled to take effect on November 1, a date settled on after the rule was first scheduled to take effect on August 10. Read more.  Read the OSHA news release here.

Election Enters Final Week
Democratic Donkey The presidential campaign is entering its final full week amid high drama and volatility, as both sides grapple with the fallout from the FBI's announcement that it is examining newly discovered emails that "appear to be pertinent" to an earlier investigation of Hillary Clinton.

The race has tightened to a 2-4 point lead for Clinton. The consensus outlook still gives Clinton the edge in the race for 270 electoral votes and Trump's path there remains extremely narrow. The race appears to be closest in the traditional swing states of Florida and Ohio, as well as newer battlegrounds such as Nevada and North Carolina. Trump's polling numbers in Florida, Iowa, Ohio, Nevada, Arizona and North Carolina have all improved over the past week. Clinton's lead in Rust Belt states like Michigan, Pennsylvania, and Wisconsin appears durable.

Democrats hope to retake the Senate just two years after ceding control to Republicans. They need a net gain of five seats-four if they win the White House, as the vice president serves as tiebreaker. Republicans have an opportunity to pick up the seat being vacated by retiring Democratic leader Harry Reid of Nevada. Six key Senate races - in North Carolina, Pennsylvania, New Hampshire, Nevada, Indiana and Missouri - may determine who controls the upper house with Wisconsin potentially becoming a player.

There are signs that the Badger State may be more competitive than expected. While ex-Sen. Russ Feingold (D) has led all but one public poll, there is debate over just how large his lead may
GOP Elephant be. A Super PAC supporting Democratic Senate candidates announced a $2 million investment in Wisconsin late last week which may signal concern about Feingold's edge over incumbent Republican Ron Johnson.

The odds of Democrats retaking the House are long, as they need a net pickup of 30 seats. Republicans appear poised to take some losses, but evidence of the kind of wave necessary to throw control of the chamber to the Democrats remains thin. That could change if seats currently leaning Republican move to tossups.

Clinton, Duckworth Lead In IL Polls
Democrats are relying on winning Illinois as they look to regain control of the U.S. Senate.

Illinois Sen. Mark Kirk has come under fire for mocking Democratic rival Tammy Duckworth's Thai heritage during a recent debate. Kirk, who's seeking his second term, apologized for mocking her immigrant background and family's military service.

Kirk is seen as one of the Senate's most vulnerable Republican incumbents and is running in a state that leans heavily Democratic, particularly in presidential election years. He currently trails Duckworth by 13.3 points in the RealClearPolitics average.

A Loras College Poll conducted Oct. 26-27 found Duckworth leading Kirk by 8 percentage points - 42-34.  The poll does not reflect the controversial remarks of Kirk made during the debate.

The Loras poll also showed Clinton with a lead over Republican nominee Donald Trump, 45-34.
