On behalf of the entire MaGrann team of dedicated and mission driven professionals, I want to take this opportunity to thank our clients, partners, collaborators and advocates for another successful year of delivering high performance housing! As we reflect on a challenging year for sustainable development and energy efficiency policy, I could not be more proud of our many achievements together. From the first Phius ZERO market rate apartments in Pennsylvania to award winning affordable Passive House townhomes in New Jersey, Empire Building Challenge projects in New York to mixed income gateway towers on the DC Beltway, heat pump innovation R&D to neighborhood electrification initiatives, we have continued push the envelope toward our goal of “improving the quality of living through the performance of buildings people live in”.

I am continually reminded that energy efficiency is not the problem – it is the solution, especially when energy costs are on the rise due to market forces beyond the control of property owners and residents. We look forward to another year of advancing excellence in building performance in 2026, and wish everyone a happy, healthy and sustainable new year!

Hillandale Topping Out in MD
Largest MaGrann MEP Design project to date

Congratulations to the Hillandale Gateway project in Maryland. This landmark all-electric, mixed-use, mixed-income development features two 11-story towers, aiming for top sustainability with PHIUS (Passive House), LEED Platinum, and ENERGY STAR certifications.

The topping out represents years of planning, coordination, and on-site collaboration, and reflects the dedication and expertise of everyone involved. As the project moves into its next stages, we’re excited to see Hillandale continue to take shape and become a valuable addition to the community.

Groundbreaking at 701 Newark
Tallest MaGrann sustainability project to date

The groundbreaking at 701 Newark Avenue marks a major milestone for the 34-story Homestead Gateway tower in Jersey City. Developed by Lions Group, the project will deliver 360 residential units, including 90 affordable homes, along with ground-floor retail and a new pedestrian walkway. Rising in the heart of Journal Square, Homestead Gateway will be a transformative addition to the neighborhood, and the tallest project MaGrann has supported to date!

The groundbreaking at 10 Liberty signals the start of a transformative residential project in New Haven, developed in partnership with L+M Development. The project will deliver new housing along the city’s waterfront, activating the site with thoughtfully designed residential space that supports long-term community growth. 10 Liberty reflects a shared commitment to high-quality development and meaningful neighborhood impact.

Ascendant Neighborhood Development has been named a NYSERDA Empire Building Challenge (EBC) Awardee for its Mt. Pleasant project in New York, NY, joining a select group leading New York State’s push for high-performance, electrified multifamily housing.This recognition reflects their deep commitment to sustainable development, community-led empowerment, and the urgent need to address climate change while ensuring equity in affordable housing.

The Forum at Madison in Madison, NJ was named a 2025 Smart Growth Awards Winner, recognizing the project’s excellence in sustainable development, thoughtful planning, and positive community impact. Developed in partnership with RPM Development, the project exemplifies smart growth principles through efficient land use, high-performance building strategies, and a strong connection to its surrounding community. This project is also leveraging the highest level of incentive funds under the NJCEP New Construction Program.

| Partners Recognized at NJHMFA Governor’s Excellence in Housing Awards | | |
The Forum at Madison by RPM Development Group, noted above, was also recognized with the Innovative Economic Development Award at the annual NJHMFA Governor's Excellence in Housing Awards in September. This project was the first family-affordable housing project in New Jersey to achieve Passive House certification while also meeting the U.S. Department of Energy’s Zero Energy Ready Homes standards. MaGrann is proudly supporting RPM in meeting Phius CORE 2021 certification with CPHC and Verifier services.
NJHMFA also recognized Oliver Station in Camden, NJ with The Michaels Organization for their Excellence in Housing Development Award. This project provides safe, high-quality housing while incorporating sustainability and design features that support long-term community well-being. MaGrann is supporting The Michael’s Organization in meeting ENERGY STAR Multifamily New Construction certification.
Finally, and most locally to our headquarters, Residences at Harper - Moorestown with Pennrose was recognized for the Excellence in Housing Development Award. This is Moorestown’s largest affordable apartment community, marking a major milestone for the township. MaGrann is supporting Pennrose in meeting Zero Energy Ready Home V1.

NJ BPU Announces M-RISE Program for Multifamily Buildings

Last month, the New Jersey Board of Public Utilities (BPU) announced the anticipated launch of M-RISE, a new incentive program targeted at income qualifying existing multifamily properties for energy efficiency or building electrification upgrades. The BPU is expecting to formally kick off the program in Q1 of 2026 and in the meantime is encouraging interested multifamily properties to submit an Expression of Interest Form (EOI) to get priority access to the rebates once the program launches.

We suggest returning the completed forms to us to submit to the BPU, so that we can track and advocate for their progress with the new program administrators once the program is officially launched. The form does not commit you or the project to participation, but will get the project in the registration queue for available funding. Launched in early 2025, the Owner's Rep Program provides owner's representative support services to qualifying multifamily property owners looking to advance energy efficiency and decarbonization projects in New York. MaGrann is one of several pre-qualified Owner's Rep Providers that work on behalf of project owners to align project scopes with energy or emissions reduction goals. The program offers any combination of the following services, depending on individual property needs, and NYSERDA provides up to $35,000 per project to fund the cost of these services.

- Bid support
- Capital stack and incentive guidance
- Construction oversight and cost management
- Project close-out support

DOE Zero Energy Ready Home Program Transitions to a New Name

The US Department of Energy (DOE) recently announced the renaming of the Zero Energy Ready Home Program to the Efficient New Homes Program, with the name change now officially in effect. Despite the name change, the program maintains consistency in its technical requirements, the certification process and periodic updates, including continuing to require ENERGY STAR certification as a prerequisite to program compliance. | The NJCEP New Construction Program is Fully Launched | |
The NJCEP New Construction Program is fully launched. This updated version of New Jersey’s former Residential New Construction (RNC) program provides a more streamlined participation and incentive calculation process for multifamily new construction and major renovation (“gut rehab”) projects. Multifamily projects must meet ENERGY STAR certification at a minimum, with increased incentives available for projects that meet DOE Efficient New Homes (formerly Zero Energy Ready Homes), Passive House certification, and/or demonstrate reduced greenhouse gas (GHG) emissions. Applications must be submitted prior to pre-drywall inspections.
