Now Live: NYSERDA Affordable Multifamily Program Upstate (AMP Up)

NYSERDA has officially launched the Affordable Multifamily Program Upstate (AMP Up), a new incentive program that provides funding and technical support to accelerate energy efficiency and electrification projects in affordable multifamily buildings across New York State, north of Con Edison territory.

Program highlights include:

• Technical Assistance Incentives: 100% cost coverage for ASHRAE Level 2 energy audits and program-required energy modeling
• Additional Owner’s Rep Support: Up to $20,000-$35,000 available for Owner’s Representative services to help guide project delivery, including support with project planning, bid management, and construction oversight
• Stackable Incentives: Multiple incentive categories can be combined, allowing for significant per-unit incentive potential

MaGrann Approved as NYSERDA Enhanced Commissioning Provider

MaGrann is proud to announce its designation as an approved Enhanced Commissioning (Cx) Provider for NYSERDA’s New Construction Program. Through this program, MaGrann can engage in Enhanced Commissioning for recently completed all-electric multifamily new construction, adaptive reuse, or gut rehabilitation projects that have been occupied for at least 10 months.

Eligible buildings must have been designed and built to one of the following performance criteria:

• ASHRAE 90.1 Appendix G: ≥ 20% source energy savings over 2020 NYS Code (excluding renewables)
• Phius or PHI Certification
• DOE Efficient New Homes Multifamily v2 (formerly DOE ZERH Multifamily v2)
• ENERGY STAR® MFNC with ERI ≤ 0.75 × MFNC v1.1 target

Enhanced Commissioning helps verify that building systems continue to operate as intended after occupancy while identifying opportunities to improve operations, maintenance, and long-term energy performance. As an approved Enhanced Cx provider, the MaGrann team can deliver these services at no cost to participants, with up to $75,000 in NYSERDA funding available per project.

Montgomery County Green Bank (MD) Launches Code Compliance Assistance Program

The Montgomery County Green Bank (MCGB), supporting Montgomery County, Maryland, has launched a new Permitting & Code Compliance Assistance Program to help developers navigate Montgomery County’s energy and green building code requirements. Offered as an extension of MCGB’s existing Technical Assistance Program, this funding supports construction documentation, energy modeling, commissioning plans, permit preparation, and other activities that strengthen code compliance while improving overall building performance.

As a pre-qualified provider under the program, MaGrann can help project teams secure available funding while providing technical expertise throughout the design and permitting process to support successful project delivery.

DOE Updates Home Energy Rebates Program Guidance

The U.S. Department of Energy (DOE) has released updated guidance for its Home Energy Rebates initiative, including revisions to both the Homeowner Managing Energy Savings (HOMES) Program and the High-Efficiency Electric Home Rebate (HEEHR) Program.

Originally established through the Inflation Reduction Act of 2022, these programs represent a significant federal investment in residential energy efficiency and electrification. While some states have already launched rebate programs, others have been awaiting DOE approval.

. 

The updated guidance preserves many of the programs’ core elements while introducing several important revisions. The release also signals continued progress toward broader implementation in states such as New Jersey, Pennsylvania, Maryland, and others that have not yet fully launched their programs.

Woodycrest Apartments Project Recognized as a NYSERDA Buildings of Excellence Winner

Woodycrest Apartments, a nine-story affordable housing development in the Highbridge neighborhood of the Bronx, NY, has been selected as a NYSERDA Buildings of Excellence award winner and is on track to achieve Phius certification. Developed by The Bluestone Organization and Crown Holdings, the 53-unit community demonstrates how high-performance building strategies can create healthier, more comfortable, and more affordable living spaces for New Yorkers.

Designed to Passive House standards, the building combines a highly insulated and airtight envelope with advanced mechanical systems to dramatically reduce energy consumption, improve indoor air quality, and lower long-term operating costs. These integrated design strategies also enhance resident comfort, support building resiliency, and contribute to New York’s broader decarbonization goals.

MaGrann is proud to support the project as the Phius consultant and verifier, helping guide the development through the certification process. Woodycrest Apartments serves as another example of how thoughtful collaboration and high-performance design can deliver lasting value for residents while advancing the future of sustainable, affordable housing.

Advancing Affordable Multifamily Electrification in New York

In May, the MaGrann team joined representatives from the New York State Energy Research and Development Authority (NYSERDA) and the Community Preservation Corporation (CPC) to present at the 2026 Clean Energy for Homes Conference, sharing lessons learned from New York’s Climate Friendly Homes Fund and discussing the future of affordable multifamily electrification.

Drawing on real project experience, the presentation highlighted the importance of engaging ownership teams early, providing technical support throughout the project lifecycle, maintaining long-term affordability for residents, and designing programs that can be combined with other funding sources while supporting comprehensive building upgrades. One participating project has already demonstrated reduced annual operating costs following electrification, reinforcing the value of thoughtful planning and integrated program design.

With the Climate Friendly Homes Fund now fully supported, the newly launched Affordable Multifamily Program Upstate (AMP Up) offers owners and developers another opportunity to pursue building electrification and high-performance improvements. Hamilton at Eagleview Achieves Pennsylvania’s First Market-Rate Phius+ ZERO Certification

Hamilton at Eagleview in Exton, PA has reached a major milestone as Pennsylvania’s first market-rate multifamily community to achieve Phius+ ZERO Certification. Developed by Hankin Group, the project was recently recognized in the Phius May Certified Projects newsletter, highlighting its achievement as a model for high-performance, low-carbon residential development.

Designed to Passive House standards, Hamilton at Eagleview combines exceptional energy efficiency with all-electric building systems to deliver a comfortable, healthy, and resilient living environment while dramatically reducing energy use and operational carbon emissions. The project demonstrates that market-rate housing can successfully meet some of the industry’s highest standards for building performance without compromising quality or resident experience.

Winn Companies Project Earns National Recognition for High-Performance Housing in Princeton, NJ

MaGrann congratulates Winn Companies on being awarded the 2026 Small Community of the Year by the National Apartment Association for its recently completed project, The Alice. Billed as “Sustainable living in Princeton, NJ”, The Alice comprises 100 market-rate and 25 affordable units, with an impressive array of amenities including smart home technology, EV charging, and secure bike storage.

At MaGrann, we’re fortunate to work alongside talented individuals whose passions extend well beyond the workplace. This quarter, we’re excited to spotlight two team members who have recently published books, each inspired by their own unique experiences and interests. From fiction writing to personal storytelling, these works reflect the creativity, dedication, and compassion that our employees bring to everything they do.

Our Sales Manager Toni Culley’s combined experience and passion for horse training and writing inspired the Dancing with Horses trilogy. The trilogy follows a high school teenager, Jane Mitchell, as she chases her championship dream in the exciting world of dressage in national-level competition.

Next month, Toni will be releasing a fourth book, a spinoff from the trilogy. The novel, titled Saving Rey, is a rescue horse mystery featuring the beloved Shawn Delaney from the Dancing with Horses trilogy. Operations Administrator Kierstin Tonic published a book titled That Mom, sharing the journey of her son and herself as they navigate the world of autism. Based on a poem she wrote and complemented by illustrations created from her own words, the story highlights the challenges they encounter, the resources they discover, and the deep, unspoken bond along the way.

Our Growing Team

Uyanga Chuluunbaatar started in March as an IT Co-Op to help optimize the back-end data processes and automation systems to keep daily technical operations running smoothly and efficiently. Uyanga is an international student from Mongolia.

Stephanie Fisher joined the MaGrann finance team as an Accounts Receivable Coordinator in April, mainly investigating open invoices and tracking and receiving payments. One fun fact about Stephanie is that she’s “inoculated against bad luck,” with two black cats that she doesn’t think have ever not crossed her path.

Michael J. Lewis joined MaGrann Associates in March as a Contract Specialist. Michael supports the proposal process through data entry and client correspondence. Outside of work, Mike enjoys time with his family including his wife, a six-month-old son Kai, their dog Scout, and their three cats – Tater Tot, Elsie, and Wren.

Joel Mascia joined MaGrann Associates as an Energy Inspector, also starting in April. Joel’s role as a Field Rater is to inspect and evaluate residential and commercial buildings, gathering field data and verifying building specifications to support energy performance assessments. Outside of work, Joel is a CF-L1 certified coach, personal trainer, and avid competitor in fitness races and athletic events.

Jedidah Nyangulu started in March as an Operations Co-Op, working and collaborating with the building performance group to support utility programs with analysis, updates, and initiatives. Jedidah’s background knowledge is mainly in the water industry, with technical proficiency in mechanical studies. Outside of work, Jedidah enjoys hiking, snowboarding, and producing music. In the near future, Jedidah has goals to go skydiving, attend a Formula One Grand Prix, and possibly learn how to swim.

Outside of my job, everyone is genuine and always open to being a helpful hand. I look forward to building my core skills in analysis, managing utility programs, and using this as a stepping stone in my career."

Steven Tran started in March as an IT Co-Op at MaGrann Associates, supporting the team with building AI automations that streamline different processes and make the team’s daily work easier. Outside of work, Steven enjoys making (and eating) charcuterie boards, with Brie being his favorite cheese.
