I hope you had a restful Labor Day weekend and were able to enjoy time with family and friends.
I would like to take a moment to recognize the courageous response of Harford County’s law enforcement officers, the Maryland State Police, the MDTA Police, and all other law enforcement officers during the highway chase on Tuesday, August 26. My thoughts are with Lt. Burgess and his family as he recovers.
In addition, I have contacted Maryland’s new Secretary of Transportation to request a detailed chart from E-ZPass outlining the punitive fees associated with toll payments. While I await that information, I remain committed to assisting constituents with ongoing E-ZPass concerns, or any other challenges you may be facing. Our community will soon have an opportunity for reflection as the Hope and Peace Foundation leads its annual remembrance from August 29 through September 11. Their steadfast commitment to honoring the promise to “never forget” serves as a powerful reminder of the lives we lost and the values we uphold.
Finally, I want to extend my gratitude to everyone who joined me at my Polo fundraiser on Friday. It was a pleasure to see so many familiar faces and spend time together in support of our community.
| | Mad About Mud, Gunpowder Riverkeepers and the Chesapeake | |
Recently, I heard from many constituents concerned about runoff issues tied to the Ridgely’s Reserve neighborhood in Harford County. Following severe flooding, residents formed a group called “Mad About Mud” to raise awareness of the sediment pollution affecting the Gunpowder River and its tributaries.
In response to these concerns, I contacted the Maryland Department of the Environment (MDE). I was informed that, at MDE’s request, the Attorney General’s Office has filed a lawsuit against the developer, homebuilder, and contractor at the Ridgely's Reserve site. The Chesapeake Legal Alliance, on behalf of the Gunpowder Riverkeepers, also filed a complaint citing repeated failures to control stormwater runoff from the development.
The complaint alleges that these violations have led to significant sediment pollution in the Gunpowder River watershed. As part of the case, MDE is seeking fines, corrective action, and long-term compliance measures to safeguard water quality. While MDE was unable to provide detailed answers to some of my questions due to ongoing litigation, I will continue to monitor developments closely on behalf of the community.

Remembering 9/11:
In 2001, our nation faced a crisis none of us could have imagined. In the aftermath, we witnessed communities come together in remarkable ways, neighbors helping neighbors, and first responders running toward danger rather than away from it. I remain deeply grateful to those on the front lines who not only endured the immediate impacts of that day, but also the lasting challenges that followed. The courage of those who rushed to New York, Pennsylvania, and Washington, D.C. continues to inspire us, and we owe them a debt of gratitude for their sacrifice and service.
To honor the 424 first responders who lost their lives from 9/11, The Hope and Peace Foundation will be ringing their bell 424 times, starting at 8:46 a.m. on September 11, 2001, to symbolize the start of the attack that forever changed our nation. This will be held at the Parkville Fire and Police Stations on Putty Hill Avenue in Parkville, Maryland. There will be a candlelight vigil at 2531 Putty Hill Avenue in Parkville, Maryland beginning at 6:45 p.m. where The Hope and Peace Foundation will read the names of the 74 Marylanders who lost their lives on 9/11 and the 158 who perished as a result of the war on Terror.

The Heroes Run will be held at Navy-Marine Corps Memorial Stadium to honor those who lost their lives on September 11, 2025 and those who stepped up to serve in the years that followed.
The Travis Marion Foundation hosts the event nation-wide to honor those who fell during the war on Terror. Their mission is to support Veterans, their families, youth, and local communities.

Southeast Area Elementary School Boundary Study committee to hold first meeting on Sept. 10
Meeting will be livestreamed on BCPS-TV’s YouTube channel
What: The committee charged with examining attendance areas and considering boundary options among three southeastern-area elementary schools will begin its work at its first meeting. The meeting is the first of six possible committee sessions, including a public information session scheduled for Wednesday, Oct. 22. The study seeks to maximize the use of available space and balance enrollment among Chase, Oliver Beach, and Seneca elementary schools. New boundary lines would be effective for the start of the 2026-2027 school year, pending approval from the Board of Education of Baltimore County.

Magnet Applications open on September 8, 2025 in BCPS. This can be a unique opportunity for students to explore pathways of interest that can greatly expand their knowledge base in a specific field of study while providing an excellent note on a resume or college application.

New Policies at BCPS include "Off and Away," which is an effort to reduce student distraction. Marylanders invest in public education each year. It's only right that students are required to take their studies seriously. Additionally, BCPS is continuing it's attendance campaign, known as "Here For It." In 2019, at the request of a long-time schoolteacher, I introduced legislation requiring all public elementary schools to teach handwriting- ensuring students develop legible print by the end of 3rd grade and legible cursive by the end of 5th grade. While kids type more than ever, handwriting remains essential- developmentally, academically, and practically. That’s why it’s exciting to see the Baltimore County Public Schools’ pilot program, with Chapel Hill Elementary, Villa Cresta Elementary, and Vincent Farms Elementary among the featured schools.

Harford County:
Updates at Harford County Public Schools:
Harford County Public Schools has been boasting about its cell phone policy, something I have supported throughout the years. HCPS is sending a clear message: when students are in the building, the priority is learning.
Additionally, Harford County Public Schools has initiated a new backpack policy during the day, students must leave their backpacks in their lockers or cubbies and cannot carry their bags between classes. Athletic bags and instrument cases must be dropped off in the designated storage areas at the start of the school day. These policies were developed after violent two violent incidents occurred with Harford County Public School students. While nothing will make up for the loss of these two students, there is hope that through these policies, the risk of future incidents will be reduced.

Plein Air Painting is a challenging craft where artists draw and paint using the world around them as inspiration.
The 11th Annual Plein Air Painting Festival invites the community to experience art in the open air as talented artists capture the beauty of Maryland’s landscapes.
On Thursday, September 11, from 9 a.m. to 4 p.m., artists will spend the day painting at Ladew Gardens, offering visitors the chance to watch their creative process unfold. The festival continues on Friday, September 12, from 6:30 to 9 p.m., with a free Gallery Reception and Awards Ceremony at the Bel Air Armory, where the finished works will be displayed and available for purchase through September 14.
This is a wonderful opportunity to enjoy live art, meet the artists, and support local talent.

Patriot Program Update:
Harford County Public Schools is applying the civic lessons from the Patriot Program to the broader curriculum. This update will feature content embedded within the instructional day. The update to the curriculum closely mirrors the bill, Education - Maryland Civic Excellence Program - Established, which I proudly co-sponsored during session. While this bi-partisan bill didn't pass, I'm excited to see it's spirit in action at HCPS.
Launching on Constitution Day, September 17, students will engage in lessons on Civics, History, Geography, Art, Music, Economics, Service Learning, and more, helping to build pride, responsibility, and civic awareness in our future leaders.
-Parent Teacher Associations must opt to participate in "Beyond the Bell" activities, which remains the same as before. If you're interested in participating, sign up for or contact your school's PTA.
-HCPS has engaged with Department of Veterans Affairs to connect with potential volunteers and will distribute a "Patriot Pathways" newsletter.
-According to HCPS: We look forward to fostering pride, responsibility, and civic awareness in our future leaders.

**TRAFFIC ALERT***
STATE HIGHWAY ADMINISTRATION TO PATCH MD 165 (BALDWIN MILL ROAD) IN HARFORD COUNTY STARTED TUESDAY, SEPTEMBER 2ND
Motorists Can Expect Weekday Lane Closures, Flagging Operations Through Early Fall
The Maryland Department of Transportation State Highway Administration will begin patching pavement on a section of MD 165 (Baldwin Mill Road) in the Baldwin area of Harford County on September 2. The work on the two-mile section of MD 165, from the Baltimore County line (Little Gunpowder Falls, north of Lynch Lane) to MD 152 (Fallston Road) will be completed in mid-October, weather permitting.
Contractor crews will work on weekdays, 9 a.m. - 3 p.m. Monday through Friday. During work hours, motorists can expect single-lane closures with flagging operations to control two-way traffic on MD 165. Crews and flaggers will use temporary traffic signs and cones to guide motorists through the work zone.

The Maryland Transportation Authority (MDTA) is making major progress on the I-95 Express Toll Lanes (ETL) Northbound Extension/MD 24 Interchange Reconstruction Project. To prepare for the realignment of northbound MD 24 onto the new bridge structure, crews will complete significant construction the weekend of September 5–8, 2025.
