On May 19th members of the MMTA Safety Management Council were able to observe the Maine State Police, Troop K, as they conducted inspections during the nationwide Road Check effort. This annual event is a 72-hour detail, conducted nationwide on the same three days with a special emphasis each time. Each May Safety Management Council meeting is held in the field, and this year we met at the northbound weigh station in York.

This year’s gathering had special meaning as it focused on wheel end inspections and was inspired by the lessons learned during the investigation into the tragic death of Detective Benjamin Campbell who died on April 3, 2019 when a tire separated from a log truck and struck the Detective as he was assisting a motorist in Hamden. Troop K had previously shared the knowledge with CVSA colleagues that they had gained during the investigation and CVSA dedicated this year’s efforts to wheel end inspections as a result.

As reported earlier, the American Transportation Research Institute has produced an important study about the life cycle environmental impacts of Class 8 zero-emission trucks. The study considers not just the zero tailpipe emissions, but the energy/emissions to produce battery electric vehicles, the electricity to power them and the disposal/recycling of these trucks.

The stark takeaway from our perspective is that considering ways to implement practical renewable diesel options might accomplish more of Maine’s climate goal without the significant infrastructure, electrical grid and investment concerns. See graph from the executive summary above.

Nearly five years after it was mandated by Congress to go into effect, federal trucking regulators have yet to establish a “beyond compliance” program to offer motor carriers some sort of extra credit or reward for early adoption of safety technologies or fatigue management programs.

The concept was mandated in the FAST Act, signed into law by President Barack Obama on Dec. 4, 2015. It required the Federal Motor Carrier Safety Administration to come up with the program 18 months after passage of the law.

Like battery-electric vehicles (BEVs), hydrogen fuel-cell electric vehicles (FCEVs) offer fleets a zero-emission solution that will satisfy the demands of government regulations and a global movement to decarbonize transportation. The difference is the electricity is generated onboard in the fuel cells using a chemical reaction between hydrogen and oxygen. FCEVs therefore require additional componentry on the truck, along with a new fueling infrastructure to supply the hydrogen. For the effort, these hydrogen-powered vehicles have far superior range to BEVs and fill up in about the same time as a gas or diesel truck.

California’s carbon market was supposed to be a model for the U.S., harnessing the power of capitalism to fight climate change in the world’s fifth-biggest economy.
