Major Evolution in Land Use and Development Policies Ahead in Hillsborough County
Land development issues are evolving quickly in Hillsborough County. On December 19, 2019, the Hillsborough County Board of County Commissioners held a workshop on the future of growth and land development within the County. In what may prove be the most important workshop of the past decade, staff presented over 400 pages of presentations, backup studies, and data.

The Board discussed many topics of importance to landowners, developers, and citizens, including: 
  • The development of more cohesive, more predictable land use and development policies; 
  • How a sustainable financial policy is affected by land use and development decisions; 
  • Increasing water and wastewater impact fees and the potential return of the Accrued Guaranteed Revenue Fee (AGRF) that was previously suspended in 2014; 
  • Increasing school impact fees and school siting issues; and 
  • Increasing mobility fees and related transportation issues. 
Fee and rate increases were a major topic of discussion. The chart below summarizes the numerous proposed fee increases.

In related news, the Hillsborough County School Board also held a land use workshop this month. As we reported earlier this year, school capacity and school concurrency have been a consistent challenge over the past two years in Hillsborough County, especially in the fast-growing southern parts of the county. Many developers are having to negotiate school concurrency proportionate share development agreements in order to move their projects forward. In some cases, schools have not yet been sited so that concurrency can be mitigated and development can proceed. For those affected by these issues, we suggest closely reviewing the school district staff's presentation to the School Board.
 
There are still opportunities for landowners, developers, and homebuilders to engage. The Board of County Commissioners will hold a number of workshops in early 2020 to continue to develop the County's long-term growth and land development policies. These dates may change as the Board sorts out its schedule in the New Year:
