BCHD Board to Consider 3 New Proposals for Campus Renovation

RFEOI Process results in New Options for BCHD

 

BCHD received several responses to its recent Request for Expression of Interest (RFEOI), looking to get new, innovative ideas from potential partners on how to redevelop the former South Bay Hospital location and what kinds of health services could be offered at the site of the 514 Prospect Ave. building, which is slated to be vacated in 2027.

 

A BCHD Advisory Working Group has evaluated the submissions and will present three finalists' proposals at a Board of Directors’ study session on Wednesday at 5:30 p.m. in the Beach Cities Room (lower level) at 514 N. Prospect Ave. Features of the final proposals include:


  • Residential Care for the Elderly, including assisted living, memory care, skilled nursing, or independent living units
  • Medical office space
  • Building heights ranging from 60' to 65' - below the height limit set in the certified Environmental Impact Report for the Healthy Living Campus Master Plan
  • Community benefits range from landscaped courtyards, community gardens, pedestrian paths, and green space to an outdoor theater, an aquatics facility and more.

 

“We were pleased with the innovative and unique visions each of these groups expressed, and I want to thank our Advisory Working Group that put in many hours reviewing these plans,” said BCHD CEO Tom Bakaly. “Many well-respected and experienced firms expressed interest in this project, and now, we look forward to working with the community to see how each proposal aligns with our mission and vision to meet the community’s ongoing health and wellness needs.

 

Bakaly said that the BCHD Board has indicated that any redevelopment plan must create sustainable revenue to support BCHD services, address the seismic safety of the aging former hospital building, and consider community feedback.


The BCHD Board will continue reviewing the finalists' proposals and will meet again to consider their options at its next Board meeting on November 19 at 6:30 p.m. 

Center for Health & Fitness: New Facility Coming in 2027


The Center for Health & Fitness will move from its current home in the 514 Building to a brand-new facility, scheduled to open in 2027—just as the 514 Building is set to be vacated.

 

More than 280 members participated in a member survey, and additional feedback was gathered during a Community Design Open House on September 30. Insights from the Member Working Group and community input helped shape the final space plan.


The new design focuses on enhancing both functionality and the member experience, with highlights including:


  • A welcoming patio to encourage social connection before or after workouts
  • Improved exercise studios with better layouts and no obstructive columns
  • A dedicated spin room to accommodate more classes
  • Modernized locker rooms designed around current usage trends
  • Improved facility flow for easier navigation and a more comfortable experience


Next, the project team will finalize finishes, lighting, and materials. Renderings of the new space will be shared in November, and the project will then move into the construction document phase.

 

The final design - reflecting community and member feedback - will be shared in the October 22 Board Meeting packet.

Healthy Living Campus Progress Continues


A PACE (Program of All-Inclusive Care for the Elderly) provider, Los Angeles Jewish Health, is preparing to begin renovations at the 510 Prospect Avenue building, part of its long-term plan to provide services in our community. This important Medicare and Medicaid program helps older adults get the care they need at home and in the community so they may age in place, and not move into a nursing home. 


The BCHD Board has approved a 15-year lease agreement that would begin in 2027 and allow PACE to move to the 510 Building on the BCHD campus. BCHD will assume ownership of the 510 building in 2030, helping to ensure that this essential program remains in place for the long term. 


As mentioned above, the BCHD Board of Directors will review submissions from three developers to reimagine the old South Bay Hospital building and adjacent parking lots, and the Center for Health & Fitness is making plans to move into the 510 building in early 2027.


For young people, work continues on establishing a permanent location for the allcove Beach Cities youth wellness center; and the Diamond Street bike path was opened in 2023.


“Our campus plans are progressing nicely, with a PACE provider and the Center for Health & Fitness preparing to move into the 510 building,” said BCHD CEO Tom Bakaly. "These improvements are being made on the campus with little to no impact on our neighbors, and will help provide health services for many years to come.” 

Diamond Street Bike &

Pedestrian Path



Completed in 2023, the bike and pedestrian path project installed a Class I bike path, with new lighting, pavement, bicycle traffic signal sensors and new landscaping.

Fifty-six percent of funding has been secured for the construction of the permanent location. Approximately $6 million remains to be raised to fully fund the project.

Healthy Living Campus Facts


Beach Cities Health District has been working closely with the community since 2017 to reimagine our medical campus – home to our 65-year-old former hospital building located at 514 North Prospect Avenue in Redondo Beach – into a Healthy Living Campus for all ages. Since May 2017, BCHD has held more than 60 meetings, drawing more than 1,000 comments regarding the modernization of its property.

To address escalating maintenance costs as well as seismic and structural issues common with buildings from the late 1950s, BCHD prioritized safety on the campus. However, a seismic retrofit—estimated at $90 million—is not financially feasible for the District.

Non-ductile concrete (NDC) construction is considered highly vulnerable due to their poor performance during earthquakes.

The 514 Building faces major infrastructure needs, including the cooling tower, hot water tank, piping and HVAC system.
