Greetings Malibu!

As summer starts to warm our beaches and mountains, it brings a renewed sense of energy and optimism to our beautiful City. I’m honored to serve as your Interim City Manager, a role that is truly a labor of love for a community where I’ve lived and raised my family for more than 30 years. The growing momentum of our effort to rebuild and recover from the devastating wildfires, and Malibu’s indomitable spirit and resilience fill me with pride. The recent appointment of Yolanda Bundy to lead the newly created Community Development Department will further energize our rebuild efforts and help deliver the services our community needs and deserves. Together, we’ll help Malibu emerge stronger than ever.

COMMUNITY DEVELOPMENT

Community Development Director Yolanda Bundy

YOLANDA BUNDY APPOINTED DIRECTOR OF NEW COMMUNITY DEVELOPMENT DEPARTMENT  


The City is proud to announce Yolanda Bundy has been appointed Director of Malibu’s new Community Development Department (CDD), a major step in wildfire recovery and service improvement. A nationally recognized expert with nearly 20 years of experience, Yolanda has led rebuild efforts for the Woolsey, Franklin, and Palisades Fires, helped launch the Malibu Rebuild Center, and implemented the Council’s code amendments and policies to speed up rebuild processes.

 

The CDD consolidates the Planning and Environmental Sustainability Departments, bringing six key divisions—Planning, Long-Range Planning, Building Safety, Code Enforcement, Environmental Programs, and Administration—into one streamlined department to improve efficiency and better serve the community. Yolanda brings deep technical expertise, leadership, and a strong commitment to Malibu. She holds a master’s degree in structural engineering, is a CA Registered Civil Engineer, and holds certifications including Certified Building Official and Cal OES Safety Assessment Coordinator.

CITY JOINS REGIONAL PARTNERSHIP TO LAUNCH INNOVATIVE, AI-DRIVEN REBUILDING TOOL


The City is proud to join a groundbreaking regional partnership with state and philanthropic organizations — including LA Rises, Steadfast LA, and Southern California Grantmakers — to roll out a new digital platform designed to support communities in the rebuilding process.


As part of this collaborative effort, Malibu will work closely with Los Angeles County, the City of Los Angeles, and technology partner Archistar. Once completed, the platform will allow residents and applicants to check whether their proposals comply with local zoning laws, helping them avoid costly delays and re-submittals.


City staff are currently partnering with Archistar to conduct extensive programming and testing to ensure the tool is accurate, user-friendly, and ready for public use.


This initiative reflects Malibu’s ongoing commitment to streamlining recovery efforts and improving service delivery for residents navigating the rebuilding process. Learn more.

CITY EARNS PRESTIGIOUS ENVIRONMENTAL AWARD FOR CONSTRUCTION & DEMOLITION RECYCLING PROGRAM 


Malibu has earned a prestigious award from the California Resource Recovery Association (CRRA) for its Construction and Demolition Recycling Program. The award honors organizations that excel in reducing, reusing, or recycling construction debris and highlights Malibu’s ongoing leadership in environmental sustainability. Recycling construction and demolition materials helps cut landfill waste, conserves resources, and reduces greenhouse gas emissions associated with climate change in the building industry, making it a key part of environmental sustainability. 

UPDATE ON THE CITY’S ACCESSORY DWELLING UNIT ORDINANCE

 

On June 12, Community Development Director Yolanda Bundy sent a letter to the California Housing and Community Development Department (HCD) about the City ordinance regulating Accessory Dwelling Units (ADUs). The City agreed to most of the changes to the ordinance requested by HCD, but asked to preserve a requirement that ADUs be on streets at least 20 feet wide, which is important for emergency responder access in fire-prone areas. The City also requested four months to hold public hearings before adopting final amendments to the ADU ordinance.

PUBLIC SAFETY

LICENSE PLATE READER CAMERAS INSTALLED TO ASSIST LASD WITH CRIME AND SAFETY

 

In May, the City installed 12 Automated License Plate Reading (ALPR) cameras in partnership with the Los Angeles County Sheriff’s Department (LASD). The cameras were strategically placed to cover primary entries and exits from the City, including at the perimeters of the recent wildfires. The ALPR systems offer LASD an additional enforcement tool to address theft, property crimes, and other public safety and crime issues in Malibu by helping to identify suspects in fleeing vehicles, stolen vehicles, suspects with outstanding warrants, and more.

TEMPORARY IMPOUND YARD BEGINS OPERATIONS TO ADDRESS ILLEGAL PARKING DURING BUSY SUMMER SEASON


On May 24, the City began operating a temporary day-use impound yard at the Malibu High School parking lot on Morning View Drive to address illegal parking during the busy summer season. Since then, nearly 50 vehicles have been towed into the impound yard, where they are removed at the end of each day. The impound yard will continue to be used on weekends and holidays through summer for the temporary storage of vehicles that are towed for illegal parking or posing a public safety hazard in Malibu.

CITY BEGINS AFTER-ACTION REVIEW OF EMERGENCY OPERATIONS DURING FRANKLIN AND PALISADES FIRES - TAKE THE SURVEY THROUGH JUNE 30


The City has hired Witt O’Brien’s LLC to conduct an independent After-Action Review (AAR) of the City’s emergency operations during the Franklin and Palisades Fires, a standard practice following major emergency incidents. The consultant will conduct numerous meetings with staff, stakeholders, and the community to receive input on how the City’s Emergency Operations Center functioned, the effectiveness of emergency alerts and general communication with the community, communication and coordination with key stakeholders, and the effectiveness of internal communication. 15 MALIBU COMMUNITY MEMBERS GRADUATE FROM THE SPRING COMMUNITY EMERGENCY RESPONSE TEAM (CERT) TRAINING


A total of 15 students recently completed the 21-hour CERT training course hosted by the Malibu CERT Team in conjunction with the City’s Public Safety Department. CERT is a highly acclaimed, nationwide program that empowers community members to help themselves and their neighbors during disasters. Volunteers are trained in basic first aid, fire suppression, and search and rescue so that they can provide emergency assistance to their neighbors. Learn more about CERT.

While the June 1 deadline has passed, it’s still critical to complete your mandatory brush clearance. One one of the most effective ways to reduce wildfire risk, it is required by law. It helps create defensible space so firefighters can better protect your home and neighborhood. REFLECTIVE HYDRANT MARKERS AVAILABLE FOR PRIVATE STREETS TO ASSIST FIREFIGHTER RESPONSE

 

When firefighters are trying to locate a fire hydrant in low visibility, they rely on blue reflective dots placed in the street adjacent to fire hydrants. Unfortunately, these get worn down or dislodged over time and often don’t get reinstalled. The City’s Fire Safety Liaisons assist in replacing these on public streets, but need permission to replace them on private streets. If you would like the hydrant markers replaced on your private street, please have your Home Owners Association contact Fire Safety Liaison Gabe Etcheverry at getcheverry@malibucity.org or call 310-456-2489, ext. 388.

SIGN UP NOW FOR COOL SUMMER CAMPS!


The Community Services Department offers eight weeks of summer day camps! Kids ages 6 – 14 can enjoy a wide range of excellent camps to enrich the summer break, from sports, music, and dance to yoga and karate. Pre-registration is required. ZUMA CROSSING UPDATE


On Friday June 20, staff met in the field with representatives from Supervisor Lindsay Horvath, LA County Beaches and Harbors, Caltrans and Assemblymember Jacqui Irvin. A general agreement was made that a short-term, medium-term and long-term solutions are needed for restore the Zuma Beach access through the existing undercrossing. Improvements for road surface cleanup and new signage are the first priority. For more details, please contact Rob Duboux, Director of Public Works rduboux@malibucity.org.

SKATE PARK CONSTRUCTION UPDATE


Construction of Malibu’s Permanent Skate Park is well under way, with the installation of drainage pipes and fine grading. The Skate Park will provide a valuable, safe sport and recreation facility for Malibu’s youth to play and gather, and celebrates Malibu’s deep-rooted skating culture. BLUFFS PARK SNACK SHACK PROJECT ADVANCES


The design phase for the Malibu Bluffs Park Snack Shack started up on May 8, including design and construction of the permanent Snack Shack, storage and restroom building. Little League parents, Parks and Recreation Commissioners, the City Council and City staff came together to find a path to restore food services for Little League games at Bluffs Park to replace the long-standing and beloved Snack Shack, which was closed in 2019 for safety. Completion is expected this fall. 

PCH SIGNAL SYNCHRONIZATION PROJECT IN FINAL STAGES, COMPLETION EXPECTED THIS FALL 


The PCH Signal Synchronization Project, the City’s biggest project to date to improve safety on Pacific Coast Highway, is on track for completion this fall. Current work includes new crosswalk and sidewalk improvements at the Malibu Pier intersection to improve safety for pedestrians, and new ADA-compliant curb ramps. The project will upgrade and synchronize all traffic signals between John Tyler Drive and Topanga Canyon Boulevard, and will improve traffic flow, reduce congestion, and reduce speeding, making PCH safer and more efficient. This project was ranked as the #1 priority in the City’s 2015 PCH Safety Study. For information, visit the project webpage.


BIG ROCK STORM DRAIN REPAIRS EXPECTED TO COMPLETED THIS SUMMER



The project to repair storm drains and catch basins in the Big Rock neighborhood that were destroyed during the Palisades Fire are well underway and expected to be finished this summer. 


REPLACEMENT OF GUARDRAILS DAMAGED IN RECENT WILDFIRES NEARS COMPLETION



The project to replace guardrails in 15 locations that were damaged by the Franklin and Palisades Fires is nearing completion.
