The Illinois Secretary of State (ILSOS) Electronic Lien & Title (ELT) program is now live and operating statewide. Starting July 1, 2026, participation in the ELT program will be mandatory for all lienholders processing five or more liens annually in Illinois.
The ELT program replaces the paper-based lien and title processing with a secure, and fully electronic solution. Lienholders may participate either directly through the state ELT portal or through an approved ELT service provider.

Fees
- No enrollment or annual participation fee
- Non-statutory ELT service fees are assessed per transaction and paid by the lienholder or their Service Provider at the time of lien perfection.
- Statutory lien fees continue to be collected by dealers at the point of sale.
