The phrase "toe the line" means, " to conform to a rule or standard, ... to stand poised at the starting line in a footrace, ... to do what you are ordered or expected to do." Moses was commanded by the Lord to "toe the line" in this Scripture. In one sense he was at the starting line of a journey of 40 plus years leading God's chosen people to the Promise Land. But in verses 24-26 something puzzling occurs. Although it appears Moses is being obedient, suddenly the Lord wants to kill him. It seems that in his "reluctant" obedience to one command, he failed to follow through with a very important covenant previously made with God.
In our eagerness to be obedient in a new ministry for the Lord, we must remember that "new" obedience does not negate "old" obedience. Just because we are faithfully serving in one area doesn't mean he will excuse our failure to "toe the line" on his previously established rules and standards. Lord, thank you for your love and patience as you lead us in serving. Impress on us the necessity to obey all of your Word all of the time." Amen.
