Happy Spring!!! If you haven’t been out much, take a walk around the neighborhood and enjoy all the lovely signs of spring. Every time I walk through the neighborhood, I am reminded about what a wonderful community we live in!
I want to thank those of you who attended the Traffic Safety meeting on March 19th and those who sent in issues via the TCNA email: presidentTCNA@gmail.com

The purpose of the meeting was to survey the neighborhood about traffic safety concerns (vehicle, pedestrian and biking) to assist the TCNA Streets Committee and the Board to prioritize where we should focus to make Tuscany-Canterbury a safer place to live. Many of the issues that were raised will involve the city Department of Transportation (DOT). A request was made to the department last year to conduct a speeding/safety study on Tuscany Road, but they have not responded as promised. We will now ask DOT to expand their study to other areas that are potentially risky and to list the interventions as engineers recommend that will reduce traffic hazards. Below is the list of concerns voiced by T-C residents:
1. The intersection of Canterbury and Highfield Roads. Visibility is poor and drivers often go around the corners too fast. Traffic calming is needed particularly with regard to the Roland Park Elementary Middle School children who are picked up and dropped off by the school bus at that corner. Also, there is no enforcement of cars parking in a No Parking zone on Highfield at the intersection.
2. Speeding on 39th Street between Charles Street and the circle at 39th Street and Canterbury Road.
3. The intersection of Linkwood Road and University Parkway. Cars turning right on University Parkway from 39th Street often do not heed the No Turn on Red sign. Cars turning left onto University Parkway from San Martin Drive often run the red light after the traffic light controlling traffic from Linkwood Road has turned green. These hazards plus a lack of a pedestrian crossing signal at Linkwood and University are particularly problematic at rush hour.
4. Calvert School traffic and other cars speeding on Tuscany Road and on Canterbury and Highfield Roads leaving the community.
5. Improve pedestrian crossing at Charles Street and Highfield Road. That intersection is also difficult for vehicles making right or left turns onto Charles Street because of large vehicles parked on Charles blocking sight lines and because of the blind curve on Charles Street coming south.
6. The intersection of Linkwood and Overhill Roads. The intersection is a four-way stop but often cars coming down Overhill do not stop.
7. The flex posts on University Parkway impede traffic and are a safety issue.
8. Exhaust fumes from vehicles in line to drop off and pickup children at Calvert School are a safety hazard for pedestrians in the area and residents of Canterbury Road.
We will continue to keep you posted as we begin to develop a comprehensive traffic safety plan. Because we will need DOT to work with us to address many of these concerns, we will probably have to ask Councilwoman Ramos and the Community Liaisons in the Mayor’s Office for assistance. At the June 2025 meeting, the Nominating Committee will recommend a slate of officers and board members. This recommended slate will be sent to the membership 30 days prior to the June meeting in accordance with the TCNA by-laws. The goal is to have an active and committed board with members from all sections of the neighborhood, including the condominiums.
All Board members serve one year terms and
- Are responsible for a committee or other neighborhood project; and are willing to provide information for the newsletter and website concerning the committee's activities or projects
- Attend the majority of the board and general meetings each year
- Must be current TCNA members
- Reach out to neighbors in their section of the neighborhood when necessary
- Keep the Board informed about neighbors' issues and concerns

Tuscany Road Updates
We are still awaiting a response from the city Department of Transportation (DOT) about a traffic study to monitor the speed and volume of traffic on Tuscany Road. We have asked DOT to amend the traffic study to include Canterbury Rd between Tuscany Road and Highfield Road, and Highfield Road between Canterbury Road and Charles Street.
Once the traffic study has been done, we will have a clearer picture of possible remedies. As noted in the TCNA President's report, there was a neighborhood meeting about traffic safety and several comments involved the Tuscany / Canterbury / Highfield corridor used by Calvert parents during drop-off and pick-up during the school day. The Calvert Liaison committee will continue to work with Calvert School leadership for possible adjustments to pick up and drop off. We acknowledge that Calvert School does not directly control the driving behaviors of its parents. Additional changes may need to be funded by some combination of DOT, Calvert School and the neighborhood.

Linkwood Road Updates
We continue to await the release of the funds for the Stony Run projects, including the completion of the Stony Run trail between the Linkwood Road pedestrian bridges. At present, we are waiting on Friends of Stony Run to obtain insurance coverage for the project so that the state will hand the money to the Parks and People foundation, who are serving as the financial sponsor for the project.

Blue Water Baltimore is partnering with Johns Hopkins University, Morgan State, Purdue University EPICS program, and Tree Baltimore to celebrate mother earth. There will be crafts, activities, educational booths and the tree giveaway. Giveaway only open to Baltimore City residents to plant a tree in their yard, and care for its growth to maturity.
The tree adoption event is from 10a-12p to pick up your preregistered tree adoption. Any tree not picked up 12 will be available for anyone to adopt between 12 and 2.
From small flowering and fruiting trees to large canopy trees, each one makes a difference in our city. Trees cool and clean our air, absorb stormwater, increase biodiversity, and beautify our neighborhoods. Ultimately they contribute to improved water quality by reducing runoff and, if located near your home, reducing your energy usage to heat and cool your living space.

Calvert Liaison Committee Report
The Liaison committee met with Tom Travers, Calvert’s operations director on February 24, 2025, to discuss ongoing concerns about various issues we share as neighbors. The morning and afternoon carpools are always on the agenda. The TCNA Streets Committee of TCNA has been doing the deep dive into the traffic issues on Tuscany, Canterbury, and Highfield Road. See the Traffic Committee’s report in the newsletter.
Recently Calvert reported an incident of harassment of a Calvert employee during carpool. During the harassing, the picture of the individual was taken and was assumed to be a neighbor. The photo was circulated to the TCNA board, but the person was not identified as a neighbor. We need to be good neighbors and screaming at a Calvert employee will not solve any problem.
Approximately six of the recent planted trees on the Tuscany bank are to be replaced. If you notice a tree that did not survive this winter on the bank, please let Amy know so those trees can be placed on Calvert’s list of replacements.
The Calvert Liaison Committee continues to communicate with Calvert on a variety of issues such as the carpool line. If you have a concern, please contact Amy amyemutch@yahoo.com

NOW WORKING: Light on Stoneyford near Linkwood light was reported not working in January. BGE came out and removed the top light fixture. The BGE service technician investigated the reported outage and has diagnosed the situation. Delays in restoration are expected as the repair requires order and delivery of special materials. Parts arrived and repaired on March 28.
Lamppost on Tuscany Road in front of Calvert's field feel over. It has been report to the City and waiting for it to be replaced.
There are numerous concrete patches that were made to sidewalks when previous street light were repaired. Hopefully, all of the repairs will be made before winter arrives.
| | Areas along Charles Street, Highfield Road and in front of the Ambassador have been particularly bad lately. PLEASE take a bag with you and dispose of it correctly. | | The NW Corner, Charles at 39th Street, has a large trash container that can also be used to dispose of your dog bags. | |
Tuscan Hills Apartments: Issues
There have been numerous problems since the apartments were purchased by Chasen in 2022. See examples of the current problems under the pictures below.
- TCNA is attempting to contact Chasen but the company has filed bankruptcy on several of their properties in Baltimore City.
- Councilwoman Odette Ramos is working with several City agencies to resolve the problems.
- A number of neighbors have reported problems to 311. If you do please let TCNA know the confirmation number and date when it was reported.
March 26: A City housing inspector visited the site. She wrote up citations for the trash as well as the abandoned cars. The tires on the other side of the parking lot are also included in the citations. She took photos of the vin numbers for the two obvious abandoned cars plus the one car that the owner of one of the abandoned cars has. It will take a couple of weeks for the citations for the trash as well as the abandoned cars to be acted upon.
| | Cars without license plates or expired plates and appear abandoned are on its parking lot. Residents use one of the cars to play music that blasts for several hours throughout the area. Tires and trash are piled outside the dumpsters. Used tires have been on the property for months. | | |

There are beautiful Cherry trees and other blooming trees throughout the neighborhood. Some start blooming in March and others bloom in April and May.

No Neighborhood Pick-up
June is the month that Tuscany-Canterbury permits are due for renewal. Renewals can be purchased on-line or in-person beginning June 1. Only residents who live on blocks with the Resident Permit Parking sign are eligible to purchase a permit.
There are 2 ways you can renew your permit.
- Go to the Parking Authority downtown and pick it up. (free parking provided)
- Have it sent to you by paying a small additional fee.
There is no neighborhood pick-up option this year since only 6 neighbors used this option in 2024.

"Baltimore City Pitch-in" Neighborhood Dumpster Available
Baltimore City allows each neighborhood to schedule a dumpster four times each year. To get the dumpster, we should call it "Baltimore City Pitch-in. Anyone in the neighborhood may use the dumpster.
It is delivered in the morning and is available for 4 hours. Please place your materials inside the dumpster,

| | | Delegate Maggie McIntosh represented Baltimore City in the Maryland House of Delegates from 1992-2023. She was appointed Chair of the Appropriations Committee in 2014, and previously chaired the Environmental Matters Committee from 2003-2013. She was the Majority Leader in the House of Delegates from 2001-2003. Maggie began her political career as the State Director for U.S. Senator Barbara Mikulski from 1988-1992 and was the Campaign Manager for Senator Mikulski’s 1992 Senate campaign. | | |
Scottish Rite Childhood Speech and Language Center

The Baltimore Scottish Rite Temple has a Childhood Language Program (SRCLP) that provides diagnostic evaluations and treatment of speech and language disorders, as well as learning disabilities. The clinic is staffed by speech-language pathologists and other trained personnel.The clinic accepts preschool children who have difficulty speaking or understanding the spoken word and school-age children who have difficulty learning to read. Some centers also offer literacy training for adults. All services are available regardless of race, creed, or the family’s inability to pay.
Below is the brochure with more information . The program has expanded to include additional communication challenges, including those that are Autism related. There are also many new programs in place that utilize additional tools like I-Pads, etc.

A+ From a neighbor
The pop-up ice rink that was set up in the parking lot this year was enchanting. Watching it assembled in December was fascinating. My apartment faces the parking lot, so once it was up, I would have a perfect view of it on days and evenings when I worked from home. Watching the young and old skaters, the twinkle lights, and listening to the music (never too loud) made me enjoy winter all the more. Logistically, I saw no evidence of parking issues on University and the rink opened and closed exactly on time. If Hopkins reaches out to the neighborhood for feedback on how it went, please give them an A+ from someone who lives probably closest to it. I would welcome and hope the rink will be back next year.
