Urban Limit Line Renewal
The Contra Costa County Board of Supervisors has initiated work on a 2026 ballot measure to renew the County's Urban Limit Line.
The Urban Limit Line, established by Measure C in 1990, prevents sprawl and preserves open space by establishing a boundary beyond which no urban land uses can be designated. It ensures that urban development occurs within established communities where infrastructure and services already exist or are planned.
Proposed adjustments to the Urban Limit Line are detailed in a report County staff presented to the Board of Supervisors on February 25th, 2025. We welcome your comments on the proposed adjustments. You can view the report and the accompanying maps below or on the Envision Contra Costa website. Please send questions and comments to Will Nelson at advanceplanning@dcd.cccounty.us. Comments received by 5:00 PM on June 2nd will be addressed in a follow-up report to the Board of Supervisors anticipated for June or July.

San Ramon Valley Boulevard Improvements Project Begins March 17th
The Town of Danville had planned to launch a significant capital improvement project along San Ramon Valley Boulevard on Tuesday, March 11th, bringing important upgrades to the area. However, because of the recent rain the project has been delayed a week.
The Project will include fiber optic upgrades, new bicycle infrastructure, and pavement maintenance, enhancing safety and connectivity for residents and commuters. Work hours are Monday through Friday, 9am-4pm.
During this time, motorists should anticipate delays and are encouraged to use alternative routes when possible. The project will start on San Ramon Valley Boulevard at the Danville city limits, near the intersection at Fostoria Way. There are four segments needing different levels of repairs, and the work will occur one segment at a time. The first segment is roughly Fostoria Way to Fountain Springs Drive, and the second segment is Sycamore Valley Road to Hartz Way. The two remaining segments in between require a different level of repair and will be done after the first two segments.
The Town of Danville appreciates the community’s patience as they work to enhance this key corridor. For further inquiries, please contact Project Manager Guillermo Santolaya at gsantolaya@danville.ca.gov or 925-314-3352.

Psychiatric Advance Directives (PADs)
Contra Costa Behavioral Health Services (CCBHS), in partnership with consumers, families and community-based agencies, provides welcoming mental health and substance use services that promote wellness, recovery and resiliency while respecting the complexity and diversity of the people served.
In recent years, CCBHS has expanded its mobile crisis response efforts, with countywide teams serving both youth and adults. Through a lengthy 2021 community planning process, a comprehensive crisis resource center, known as the Miles Hall Community Crisis Hub, is currently underway. This effort is based on the philosophy that appropriate crisis care should be available to Anyone – Anyplace – Anytime (A3).
A coordinated Psychiatric Advanced Directive process will complement this effort and assist law enforcement and mobile crisis teams in responding to community members experiencing a mental health crisis. Having an accessible PAD in place can minimize the harm and trauma often associated with involuntary detainment during a psychiatric crisis. We believe this will empower individuals living with mental illness by promoting self determination, as well as provide valuable information to providers and first responders.
The draft Psychiatric Advance Directives (PADs) Multi-County Collaborative, Mental Health Services Act Innovation Project, Fiscal Year 2024-2029 documents are posted for review and 30-day public comment for the implementation of PADs, Phase 2.
The document is located at the following site under Public Notices at:
https://www.cchealth.org/services-and-programs/behavioral-health/latest-news-behavioral-health
If you would like to make a public comment related to this document, please submit to: MHSA@cchealth.org
The Public Comment Period will run through March 28, 2025.
