The Propane Education & Research Council (PERC) has developed a specialized training program for mobile food facility operators that meets the training requirements outlined in the 2024 edition of NFPA 58, Chapter 16.
The Texas Railroad Commission, which is the authority having jurisdiction in Texas, has not yet adopted these requirements. However, TPGA anticipates the Commission will adopt this edition and chapter by 2026. Operators don’t have to wait—this training is already available.
This course provides essential knowledge on propane safety, including its properties, leak detection, combustion principles, and emergency procedures. Propane providers and operators will learn best practices for shutting off and replacing propane gas containers on mobile food facilities.
Key Topics Covered in the Training:
· Fundamentals of propane and its importance in mobile food operations.
· Odorization as a method for detecting potential propane leaks.
· Difference between vapor leaks and liquid leaks.
· Specific gravity and combustion theory in relation to propane.
· Sources of ignition such as static electricity, open flames, lit cigarettes, and electrical sparks.
· Proper shutoff procedures for propane containers in food trucks.
· Emergency response protocols for hazardous propane situations.
· Proper handling, transportation, and storage of propane cylinders per NFPA 58 requirements.
· Correct procedures for installing and uninstalling DOT propane cylinders.
· The importance of using personal protective equipment (PPE) when working with propane.

The training is currently available at The Learning Center. Register or log in to use the PERC online learning center. To help propane marketers provide this valuable resource to mobile food service operators, PERC will soon make the training available for purchase on USB. This will be in addition to the online training and downloadable instructor toolkit already offered on the Learning Center.
