Are You in Compliance?
As part of implementing the Comprehensive Materials Management Strategy DEEP is reaching out to municipalities to assist in developing waste management practices which comply with the current CT statutes and regulations.
|
Does your municipality...
• Have a designated Recycling Agent?
• Have an up-to-date recycling ordinance?
• Submit Recycling Reports annually?
• Submit Solid Waste Facility reports annually (if applicable)?
• Collect registrations from collectors/haulers who work in your town?
• Receive/request reports from collectors/ haulers who work in your town?
• Have an adopted (or established) plan for parallel collection (trash & recycling) in municipal public spaces?
• Have an adopted (or established) plan for parallel collection (trash & recycling) in public spaces?
|
To be in compliance, municipalities have a number of tasks to complete.
•Implement an initiative to reduce disposed waste by 10% from 2014 baseline year, this may include SMART (Save Money and Reduce Trash) pricing programs (consistent with goal established in
CGS Sec. 22a-220(f)
and
CMMS
)
•Ensure that all residents have sufficient opportunity to recycle at the rate materials are generated (
CGS Sec. 22a-220(f)
)
|
Municipal Solid Waste Ordinances
Municipal Ordinances should address:
•
Parallel collection for residents and non-residential entities
•
Registration requirement for collectors
•
Residential, Multi-Tenant, and ICI (generators and collectors)
•
Contamination/Comingling
•
Illegal Dumping / Out-of-Town Waste
•
Include municipal facilities, schools, parks, public spaces, special events, common gathering venues, etc.
|
Municipalities are required to adopt an ordinance in accordance with
CGS 22a-220(f)(1)
:
Adopt an ordinance or other enforceable legal instrument setting forth measures to assure the compliance of persons within its boundaries with the requirements of subsection (c) of section 22a-241b and to assure compliance of collectors with the requirements of subsection (a) of section 22a-220c
