Senator Marty Golden introduces legislation to fix the hotspot incubator program:
The highly successful hotspot incubator program has had a handful of unintended consequences once it was implemented, primarily the manner in which Empire State
Development staff determined the original legislation had to be interpreted in dealing with Certified Incubators in New York State that initiated a hotspot program for their region. It was determined the companies within those Certified Incubators could not participate in the program, which was unintended and unworkable. BIANYS has worked with ESD, the Governor's Office, Senator Marty Golden's Office and Assemblyman Robin Schimminger's office to remedy this issue along with some cleanup language for the legislation.
It seems that we have reached a consensus and this past month Senator Marty Golden has put that consensus in bill form. Assemblyman Schimminger's office has suggested a willingness to introduce a same as version of this bill as well. So for those members and companies that have been negatively impacted, we can use your help in advocating for the passage of this legislation. Email marc.alessi@bianys.com to get more info on how to help.

9th Annual Kaufmann Foundation Report on Entrepreneurship
Entrepreneurs throughout the United States are optimistic about the future of their own business but that confidence fades when asked about the national economy. An overwhelming majority feel that government incentives favor large corporations over dynamic startups and that policymakers should do more to promote a business-friendly environment.
Those findings came from a survey released as part of the Ewing Marion Kauffman Foundation’s ninth annual State of Entrepreneurship Address in Washington, D.C., yesterday.
