From Patricia K Mathis, Manager National FAA Safety Team
|
The Directors of WIN asked me to share what I see as my role in enhancing the WINGS Program.
One of my roles as the National FAASTeam Manager gives me the opportunity to facilitate creative ways to reach aviators seeking proficiency training. For the WINGS Pilot Proficiency Program to be successful, our Team researched accident and incident causal factors. Utilizing the results helped us determine how to structure the specific program when developing and approving ground and flight curricula. In addition, we continue to evaluate ways to incentivize pilots to make participation more attractive. With the help of the WINGS Industry Network, we see great ways to grow the program; not only driving more participation but disseminating safety information to the broader aviation industry community.

By the Numbers
WINGS Phase 2021 Sweepstakes Entries for WINGS phases earned by aviators or validated by CFIs
|
Starting in 2018, retired businessman and pilot, Paul Burger has funded the Paul and Fran Burger $50,000 WINGS Sweepstakes offered for five years at $10,000 each year. The premise is to create a cash incentive for CFIs to validate WINGS phases and pilots to complete phases.
In the first year, the concept was tested by offering sweepstakes chances to CFI members of both SAFE (Society of Aviation and Flight Educators) and NAFI (National Association of Flight Instructors) who validated phases of WINGS during that year.
The following data illustrates the total number of entries in the sweepstakes:
|
What do these numbers mean? The real question goes much deeper than the simple answers - they don't look encouraging.
Reaching aviators and CFIs to participate in the WINGS program takes more than pins, insurance discounts, and money. It will take much more. Incentives are important to drive participation and the industry to show appreciation for the effort. However, it's clearly not enough. And that's how the WINGS Industry Network came to be. We'll work together as a network of the industry community to reach the goal of saving lives.

FAASTeam Program Manager Update
|
My grandpa always said, “You’ll get there quicker if you don’t stop by the hospital on the way.” When he told me that, I was a new driver. I was also a new pilot. I was fortunate to solo a car and an airplane on my 16th birthday. The 14-mile drive from my home to the airport and back was the most terrifying part of that day. Flying on the airplane was easy! So why, after 32 years of experience as an ATP, flight instructor, FAA Operations Inspector, and FAA Safety Team Program Manager, do I still think that flying the airplane was the easy part?
For starters, when I was flying the airplane that day on my solo, I didn’t have to “get there” or anywhere. Driving to the airport, though, I had to get there. Of course, as a young inexperienced driver, I did the speed limit, made sure I made a complete stop at stop signs, and did all the stuff you do (or should do) when you are a new driver. All of the decisions I made while driving were mine, like how fast to go, can I pass that car, should I pass that car, which way do I need to go next, etc. That is a lot to think about when you are a new driver. The good news is that I left early, so I wasn’t in a hurry, keeping in line with grandpa’s advice.

Industry Community Member
Back in mid-June 2017, NAFI leadership Bob Meder and Rick Todd met with Paul Burger and Lauretta Godbey to discuss the future of proficiency training through the FAASTeam WINGS Pilot Proficiency Program. Ideas were flowing like a river to incentivize more participation. No doubt one of the best options to reach the broader community of aviators would be to work hand-in-hand with the industry community. During that meeting, Bob shared a concept used in his career position with Union Pacific Railroad to support safety, "When it comes to safety, we Cooperate, we don't Compete." This statement is now the cornerstone of the WINGS Industry Network and serves as our tagline in everything we do. We thank Bob for helping us understand this simple concept.
