A note from Councilman Kevin Flynn

Apprentices needed for construction trades

On a recent drive going from Adams County south through Denver on I-25, I was struck by the number of cranes dotting the skyline. Construction is happening throughout the city, creating jobs and the need for more workers in the construction trades.

Apprenticeships are an excellent way to “earn while you learn.” Most of the construction trades — electricians, plumbers, carpenters, pipefitters — have apprenticeship programs that provide well-paid, on-the-job training, often with benefits. There is typically a small cost for the apprentice, enough to cover training materials.

Anyone who has ever had to call a plumber or electrician for repairs or a carpenter to build a deck or a garage understands these jobs require specialized skill. Apprentices can learn these skills, take home a paycheck and build a trades career without incurring the debt that comes with attending college.

To help encourage the use of apprentices in construction, the City of Denver’s Workforce Services launched a Denver Construction Careers pilot program in 2019 to test and identify best practices for connecting Denver residents to city-funded construction jobs. Because of the success of the pilot program, we are evolving it into a permanent Denver Construction Careers Program that helps recruit and train construction professionals.

Today, many of the City-funded construction projects that are in the Construction Careers Program require a certain percentage of the workforce to be registered apprentices.

There is a virtual briefing followed by a questions and answers session about the Construction Careers Program on two days this month. If you or anyone you know is interested in the program, plan to participate:

A Look at City Council Action

Employees get a free EcoPass and can ride free of charge on all RTD bus service, call-n-ride service, commuter and light rail service, service to and from Denver International Airport and the Flatiron Flyer.
  • 23-0078 — An agreement with the Community College of Denver was extended for six months to continue activities in WORKNOW, a collaborative workforce development initiative to recruit, support and train local residents in construction and construction-related careers.
  • 23-0120 — Council added $12,821 for a new total of $581,152 for a cost-of-living adjustment and quality improvement activities related to providing comprehensive Head Start services to 60 children in Council Districts 1, 2, 3, and 7.

Safe Outdoor Spaces being moved into the zoning code

Safe Outdoor Spaces and Safe Parking Spaces were tested during the pandemic and were temporarily allowed in the Denver Zoning Code as "unlisted uses." The City is proposing to move the rules for these temporary spaces into the “Temporary Managed Communities” section of the zoning code.

These services for those experiencing homelessness have operated at eight locations across Denver, providing critical shelter to more than 515 people who would have otherwise been sleeping on our streets. The stability of these spaces have helped people obtain and keep jobs, and more than 180 people have moved into more permanent housing.

This proposed change would also allow continued temporary use of this model beyond the expiration of the current unlisted use in December of this year.

Learn more about these two programs and review the proposed changes. You can submit comments or questions to Libby Kaiser, principal city planner.

Denver District Attorney Scam Spotter:

Sheriff's office won't request payment for missed court date

There is a scam going around in which a caller claims to be from the Denver Sheriff's Department. The person tells you that you missed a subpoena to testify or that you missed jury duty.

The caller then directs you to come to court to pay a fine. The scammers are spoofing the Sheriff’s Department information line, making it look like a legitimate call.

The Denver Sheriff's Department wants Coloradans to know that they will never request payment for not appearing in court, nor contact you by phone. If you receive a call like this, hang up and call the Denver DA's Consumer Fraud Hotline to report it 720-913-9179.
