4103 Palladium Way Update
At a City Council meeting on February 14, Mayor Meed Ward and I presented a motion memo, directing staff to prioritize the proposed development application at 4103 Palladium Way, submitted by Better Life Retirement Residences. The motion was unanimously approved by Council.
Council understands the need for more long-term care (LTC) accommodations in Burlington. Directing staff to prioritize this file helps protect provincial funding and gets shovels in the ground. I thank my Council colleagues for their support and unanimously approving the staff direction.
To view the full version of the motion memo visit: COW-02-23 Motion Memo – 4103 Palladium Way

Applications for the 2023 temporary patio program are being accepted as of March 22. Business owner/operators that would like to install a temporary patio on municipal property in the downtown during the 2023 patio season are encouraged to apply online at burlington.ca/patios as soon as possible. Application fees for the 2023 temporary patio program are being waived once again this year.
City staff are committed to reviewing temporary patio program applications and working collaboratively with applicants to help local restaurants and businesses understand how they can safely operate an outdoor patio during the 2023 patio season.
At Council on Tuesday, March 21, a start date of April 15, 2023 for the continuation of the temporary patio program in 2023 was approved. The temporary patio season for 2023 will run from April 15 to Oct. 31, 2023.

It’s Coyote Denning Season
It’s that time of the year again when the City of Burlington is reminding residents about steps they can take to help reduce the risk of potential coyote conflicts during their denning season.
Denning season is the time of year when coyotes’ pups are born. Shortly before a coyote gives birth, between April and May, the coyote will begin digging a den which they will use to raise their pups.
While naturally wary of humans, coyotes will seek food and shelter in residential neighbourhoods when they are being fed on purpose or by accident. The Top 5 things residents can do to help deter coyotes include:
1. Never feed coyotes
Feeding coyotes, on purpose or by accident, teaches them to depend on human handouts and can cause them to become too familiar with humans. This familiarization can lead to aggressive behaviour around people and dogs.
2. Never leave pets unattended
Coyotes may see pets as a threat to their territory and may attack, especially when there is a den site nearby. Always keep dogs on a short leash (less than six feet long) when walking outdoors. Make sure your cats and dogs are not left alone outside, even in your fenced backyard.
3. Keep a tidy property
Residential neighbourhoods are an ideal coyote habitat with access to water, shelter and food sources like garbage, pet food, fruit trees and birdfeeders. Make sure your property is tidy and clear of garbage, food, brush, long grass and wood piles which are ideal den sites for coyotes or other wild animals that attract coyotes.
4. Inspect your property
Make sure spaces around and under decks, sheds and similar structures are closed off with wire screening that extends at least 20 centimetres under the ground.
5. Consistently haze coyotes
Discouraging coyotes takes vigilance. Ongoing efforts by the entire community to haze coyotes can help to re-instill their fear of humans and stop unwelcome behaviour.
Use one or more of these hazing techniques every time you see a coyote to help move it out of a residential area:
- Stop. Don’t run.
- Pick up small children and pets.
- Yell loudly;
- Wave your arms and make yourself look as big as possible;
- Use air horns, whistles, bang pots;
- Throw small rocks, large sticks, cans and/or rubber balls near the coyote;
- Spray the coyote with water from a garden hose or a water gun filled with vinegar.
- Back away slowly.
Report coyote sightings, including aggressive, sick or injured coyotes online at www.burlington.ca/coyote. Call 9-1-1- if a coyote poses an immediate threat or danger to public safety.

Off Leash Dog Parks & Stoop/ Scoop
My office and Animal Control frequently receive complaints regarding off leash dogs and owners not picking up after their pups. If you have a furry friend, please pick up after them and keep our beautiful city clean!
Animal Control bylaw enforcement takes place regularly at all city parks and other areas of concern as reported by residents. Dog owners who do not have proper control of their pet or who do not follow the off-leash rules can face a fine ranging from $100 to $5,000. A bylaw officer will patrol an area of concern and you can report off-leash dogs to: 905-335-3030 or email AnimalShelter.Mailbox@burlington.ca.
Failure to clean up after your dog may result in a $100 Provincial Offences ticket, or upon summary conviction, a possible fine of up to $5,000 (exclusive of costs).

Celebrate Diversity through Public Art
The City has selected four new public art pieces from diverse artists and an artist collective. Last spring, diverse artists were invited to submit their ideas to create installations in Burlington public spaces to celebrate Burlington’s diverse communities. A total of $29,000 was offered for the projects.
The City’s public art program is supporting these successful applicants by providing resources and staff support through the planning, installation and execution of the project. This may include connecting to artists and fabricators, help with permits and permissions as well as general project support.
The selected artists, projects and locations are:

Wheeled Cart Demonstration Project – Waste and Blue Box Collection
Halton Region provides garbage, Blue Box, Green Cart, yard waste, bulk waste, metal & appliance curbside collection to areas throughout the region. The Solid Waste Management Strategy identified the potential for wheeled carts can reduce wind-blown litter, reduce costs and improve safety for operators. There are however challenges associated with the carts, particularly related to storage.
Highlights of the Project
Halton Region is committed to providing easy to use waste collection services and sustainable solutions that keep our community clean and reduce waste. Halton Region will consider the use of wheeled carts to improve service.
1,800 households across Halton have been selected to participate in a one-year demonstration project for the wheeled carts. A community in Ward 6 has been chosen to participate in the project (211 residents). In June, participants will receive a letter from the Region outlining the demonstration project and instructions.
Participants will also be offered in-person Public Information Centres (PICs) in September 2023 where they will be able to meet with Regional staff and learn more about the wheeled carts they will be getting (one Black/Garbage and Blue/Recycling) and use. Existing Green Bins will continue to be used.
To help understand acceptance and overall impact wheeled carts can have on waste diversion and reducing wind-blown litter in our community, participants will provide feedback on the program through an online survey or contacting Regional staff.
Please note that this is a demonstration project, and that automated cart collection services are only available to selected households in Halton as part of the project.
Results of the demonstration project and recommendations for region-wide implementation will be presented to Regional Council. Updates on the program will be provided to the community as program details are confirmed.
