Talent Pipeline Management Academy


In a regional effort to address gaps in our local workforce, LWIA 23 is on the mission to bring Talent Pipeline Management concepts home!


What is Talent Pipeline Mangement (TPM)?

Talent Pipeline Management is a concentrated effort among all workforce development stakeholders - especially education and industry partners - to create and sustain a high-caliber talent pool. TPM applies concepts from Supply Chain Management to workforce and education.


The local economy and workforce is ever-evolving and the skills gaps in the workforce persist across industries. Employers need an effective long game strategy that will help them communicate their industry and employability skills needs to the local training providers. We are faced with the fact that upskilling is no longer a luxury - it is a necessity. TPM creates external pipelines for new talent, but also fosters opportunities for upskilling, career development, and succession planning as our workforce nears retirement.

Jamie Corda Hadjaoui and Courtney Yockey continue with training in the six TPM strategies as they work through group capstone projects. Training will continue into May, culminating with Jamie and Courtney earning TPM certification. Our Apprenticeship Navigator, Nate Carlson, is already TPM certified! We are excited to bring another tool to support a thriving workforce in our region!

Apprenticeship Navigator Grant



LWIA 23 is proud to announce the first Registered Nurse (RN) apprenticeship program has been registered in Illinois!


Nate worked with Clay County Hospital and Olney Central College to develop a Department of Labor registered apprenticeship creating opportunities for individuals who aspire to attain an associate's degree in nursing while earning income and gaining hands-on experience.


This major accomplishment has sparked the development of a Surgical Tech apprenticeship program, in progress, as well as RN apprenticeships with other local healthcare providers.

Business Services Team

The LWIA 23 Business Services Team is currently working on plans for hosting Sector Roundtable discussions and implementing the Talent Pipeline Management framework to help sector partnerships develop solutions for their talent pipeline challenges.


Upcoming sector roundtables include manufacturing, information technology, child care, and healthcare.


Next meeting will be held at the Kluthe Center in Effingham on Wednesday, April 19th at 1 pm. Join us!

Check out the most recent updates from DCEO's Regional Economic Development Team.


Eligible restaurants, hotels and creative arts businesses are invited to apply for $175 million in available grant funding as part of our efforts to support ongoing recovery in hard-hit industries. All applicants will receive a grant as long as they meet eligibility requirements, submit proper documentation and attestations required by the program. 

Applications will be open from April 5 through May 10, 2023 and awards are expected to be made several weeks after the deadline date.

Also see the list of Community Navigator organizations across the region that have been trained on these programs and stand ready to assist businesses when the applications launch. Recent legislative changes to a variety of Illinois’ Department of Commerce and Economic Opportunity (DCEO) business programs are aimed to help businesses access capital and assist them in expanding their workforce and start-up activity.
