Dear Larchmonters,


Spring is in the air!  As the weather becomes more spring like (hopefully), we have some fantastic and fun events to look forward to. Our Recreation Committee is hard at work planning some great events for this spring, starting with Larch Madness this coming weekend (scroll down for more information and how to sign up!). Keep an eye out for more details on upcoming events like the Bike Rodeo and Sprint to Flint. If you are interested in getting involved and helping plan some of these amazing events, please send an email to [email protected].


We are also looking forward to the Spring Egg Hunt, which is co-hosted by the Village and the Larchmont Professional Fire Fighters Association! This is always one of my favorite events. All of the spots have been filled up, but residents can still come and watch all the fun on their own!


Construction on Willow Park is just about complete, with a new playground, basketball court and some additional amenities and construction on our Flint Park renovation is in the home stretch! We are planning to have ribbon cuttings this spring for both Willow Park and the new playground, basketball court and reimagined tennis house in Flint. We will of course send out all of the details once we have our plans in place. Our paddle court renovation in Flint should also be completed in the coming months. We are putting the finishing touches on our plans for the final two projects for Flint, which include Alma Field and Fields A and B, and will have additional updates on those projects soon.

On a final note about Recreation, we hope to soon have a Recreation Supervisor to take the helm of our Recreation Department! More updates this Spring!


We are in the middle of budget season right now. Justin Datino, our Village Administrator, will be presenting our tentative budget for 2024-2025 on Monday, March 18 at the Village Board Regular Meeting at 7:30pm in the Village Hall Courtroom. You can also watch the presentation on LMC Media and we will post a link to the presentation after the meeting. We pride ourselves on being as efficient and as responsible as possible with our residents’ tax dollars and, for the sixth year in a row, we are proposing a tax cap compliant budget. We do not anticipate that there will be any material changes to the budget before we formally vote on it in April.

Last month, we held our first Commercial Area Plan Committee meeting. Last year, we took steps to begin the process to develop a Commercial Area Plan for our business districts, which would be incorporated as an update to our existing comprehensive plan. This Plan will serve as a blueprint for future development and conservation in the Village’s Commercial Area and shall include not only the physical and economic development of these areas, but also consider public spaces, mixed land uses, a range of housing opportunities, resiliency to climate change, green infrastructure, diversity, mobility, and other social, environmental, and regional concerns. More information about the Plan and the Committee can be found on the Village’s website at www.larchmontny.gov/commercialareaplan. All of the Committee’s meetings are open to the public and throughout this process we will be soliciting public comment and feedback.

We take great pride in all of our environmental initiatives and strive to be a leader for other municipalities on environmental issues.  We recently submitted our Climate Smart Communities certification application for Bronze and hope to receive that certification in the coming months. I would like to thank Trustee Brigid Brennan, Assistant Administrator Aylone Katzin, and the Larchmont Environmental Committee for all of their hard work in putting together the application.


As a reminder, the Spring Clean Up period for Electric Leaf Blowers begins March 15 and ends April 30. Electric leaf blowers are allowed only during this period for Spring clean-up landscaping operations. The full leaf blower ban goes back in effect May 01 until the Fall Clean Up period in October. Gas Powered Leaf Blowers are prohibited at all times throughout the year.


Lastly, we are continuing to upgrade our beloved 100-year old Village Hall facilities. Ongoing renovations will result in a more inviting atmosphere for residents, as well as a workplace that functions more in the 21st century for our staff. We are currently working on some HVAC system upgrades, which have been made possible through a NYS DASNY SAM Grant with the generous support of Senator Shelley Mayer.

Larchmont gets hit by first Winter Storm in Two Years


We got a blast of winter on February 13, with our first major winter storm in two years. Thankfully, our emergency operations staff were on duty clearing the snow and responding to calls from residents. Thank you to our beloved Larchmont Police Department, Larchmont Fire Department, and Larchmont Department of Public Works!

FY 2024-25 Budget Process Underway


The Village has begun its budget process for FY 2024-25. On Monday night, February 05, 2024, the Village Administrator presented the First Pass revenue and expenditure estimates to the Village Board and the Finance & Budget Committee. The Village's year-to-date finances were presented, along with projections that focused mainly on expenditures for FY 2024-25.


On February 05, during the Village Board Regular Meeting, the Village Board scheduled a public hearing for March 18 on a local law authorizing a real property tax levy in excess of the New York State cap. This is a procedural mechanism which affords flexibility for the Village in the event that a tax levy exceeding the New York State cap becomes necessary. The March 18 public hearing will not be about a change to the tax levy, and no vote will take place on March 18 for increasing the tax levy. Those discussions will take place during the April 15 Village Board meeting as part of a separate public hearing on the tentative budget, which will be published towards the end of March.


The Village has scheduled additional budget work sessions on February 26 and March 04, when staff will provide Second Pass revenue and expenditure estimates, put forth recommendations and fees and charges, and present on the Water, Sewer, and Parking funds.

County Executive George Latimer and Deputy County Executive Ken Jenkins Provide County Budget Updates


Westchester County Executive George Latimer and Deputy County Executive Ken Jenkins presented updates from the County government during the Village Board meeting on Monday night, February 05. Latimer and Jenkins provided highlights of the 2024 County budget, including infrastructure, affordable housing, economic development initiatives, sustainability, and investing in local communities like Larchmont. Reminder: Quarterly Water Bills are Out Now and Due April 15th

Reminder that Quarterly Water Bills for December 01, 2023, thru February 29, 2024, have been posted and mailed out. The easiest and fastest way to pay is to go to the Village's Water Utility Payment Portal online. If you are having any issues with the portal, please call the Village Treasurer's Office at 914-834-6202.

Recent Village Staff Announcements and Accomplishments

Congratulations to Michael Schnabel on his promotion to second-in-command of the Department of Public Works! We wish him luck in his new role and are confident he will do well!


Mike is taking over following the retirement of Andrew Buccafusca, who was with the Village for 30 years. We wish Andrew the best of luck in his retirement and all his future endeavors!


After a recruitment process to find a replacement for Mike in the Central Garage, the Village has hired Leo Pisapia as our newest Mechanic! Welcome, Leo!


Congratulations to Oleksandr Kolobov as our newest Full Time DPW Laborer! Oleksandr began with the Village in November as a part-time/seasonal laborer after moving to the United States from Ukraine. Oleksandr proved himself through hard work and earned his promotion at the end of February! 


Finally, congratulations to Vinny Salanitro on passing his NYS Professional Engineering (PE) license exam! Vinny's focus and hard work to study for this exam paid off well! Vinny's accomplishment ends a 21 year drought since the last PE was on staff for the Village!

Upcoming Events

"Larch Madness" is this Saturday! Are you signed up yet?

Calling all local families who love NCAA basketball and sports in general! The Larchmont Recreation Committee is proud to present the 1st ever “Larch Madness” event at Hommocks Gym, from 1pm - 5pm on Saturday March 16th. We will be screening NCAA basketball regional tournament games on a super sized TV wall, and will be hosting basketball themed competitions for kids such as free throw contests, “Knock Out”, and a speed dribbling course. Trophies awarded to the winners!! Come and enjoy pizza, snacks, drinks, games in a fun atmosphere, come to show your skills! There will even be some great silent auction items up for bid! Families with kids of all ages welcome.

Scam Prevention - Presentation by the Larchmont Police Department, Thursday April 4 at 1 PM

In collaboration with the Town of Mamaroneck Recreation Department and the Town of Mamaroneck Senior Center, the Larchmont Police Department will host a presentation on scams, discuss the latest trends observed by law enforcement, how to recognize potential scams and how to avoid becoming a victim.


The presentation will be at the Town of Mamaroneck Senior Center, 1288 W. Boston Post Road, on Thursday, April 4, at 1 PM. The event is open to the public.


Westchester County Mobile Shredder at Maxwell Avenue Recycling Facility: Saturday, March 23, 10 AM-1 PM

On March 23, 2024, the Mobile Shredder will be coming to the Town of Mamaroneck from 10:00 a.m. to 1:00 p.m. at 40 Maxwell Avenue, Larchmont, NY 10538.

A reminder to residents and their landscapers that electric leaf blowers may be used for spring cleanup between March 15 and April 30. Gas-powered leaf blowers are prohibited at all times throughout the year. Visit the village website for tips on sustainable leaf maintenance

Join the Larchmont Mamaroneck Pollinator Pathways team!


LMPP is a local organization dedicated to promoting the benefits of native plants and pollinator gardens through education and by example. We organize garden tours open to the public, show groups of residents general tips on composting and native gardening, and distribute free seeds, native plants, and milkweed for monarch butterflies. 

 

Please join us if you are interested in learning about and showing others how to create a pollinator habitat in a yard or apartment garden, and in public spaces.

Discover Books book bin recently installed at Maxwell Avenue Recycling Facility

A new Discover Books book bin has recently been installed at the Maxwell Avenue Recycling Facility. If you have any old books, regardless of condition, lying around at home, make sure to stop by and drop them off in the big blue bin 8AM-2:45PM on Mondays, Tuesdays, and Thursdays or Fridays; or 8AM-1:45PM on Tuesdays; or 8AM-11:30AM on Saturdays. This is a great opportunity to do some spring cleaning and donate any old books or paperbacks that can continue to be loved. Don’t forget to stop by Maxwell and donate your books and paperbacks!


Note: All drop offs (books or otherwise) need to be inside the gates at least 15 minutes prior to closing.


Con Edison Offers Incentive Programs for Electric Vehicle Charging Stations on Private and Commercial Properties

In light of the increasing adoption of electric vehicles in our area, Con Edison would like to highlight some of its impactful programs:

 

POWERREADY Electric Vehicle Program | Con Edison This is an incentivized program that is designed to encourage and facilitate the market to install EV chargers on commercial properties with the Con Ed Service Territory.

 

SmartCharge New York | Con Edison An innovative managed charging initiative that offers cash rewards to EV drivers for charging their vehicles during off-peak hours, thereby reducing stress on the grid.

 

SmartCharge Commercial Incentive Program | Con Edison This program offers a predictable cash incentive revenue stream for eligible commercial EV charging stations, encouraging charging during off-peak periods and overnight.

Presidential Primary Voting in New York State

Here's a reminder to all registered voters about voting in the New York State Presidential Primary:


  • The Presidential Primary takes place on Tuesday, April 2, 2024.


  • Early Voting takes place Saturday, March 23, to Saturday, March 30, 2024.



Absentee Ballot and Early Mail Ballot Information


  • Saturday, March 23, 2024 (ten days before the election): Last day for an application for a mailed absentee ballot or a mailed early mail ballot to be received by the Board of Elections. Applications may be made via email, fax, or electronically through the New York State Absentee Ballot Application Portal or the Early Mail Ballot Application Portal. See the Westchester County Board of Elections Request a Ballot webpage and the New York State Board of Elections Request a Ballot webpage for additional details.


  • Monday, April 1, 2024 (one day before the election): Last day to apply in person at the Westchester County Board of Elections (25 Quarropas Street, White Plains, NY 10601) for an absentee ballot. 


  • Tuesday, April 2, 2024: Last day to postmark a completed absentee or early mail ballot (must be received by Tuesday April 9, 2024) or to submit an absentee ballot or early mail ballot in person to the Westchester County Board of Elections or any polling site throughout Westchester County by the close of the polls. 


Qualifications to vote by Early Mail Ballot


Any registered voter may apply for an early mail ballot. Making a false statement in an application for an early mail ballot, attempting to cast an illegal ballot, and helping anyone cast an illegal ballot are felonies.


Qualifications to vote by Absentee Ballot


  • Absent from your county on Election Day.


  • Unable to appear at the polls due to temporary or permanent illness or disability.


  • Unable to appear because you are the primary care giver of one or more individuals who are ill or physically disabled.


  • A resident or patient of a Veterans Health Administration Hospital.


  • Detained in jail awaiting Grand Jury action or confined in prison after conviction for an offense other than a felony.


Please note the following procedural changes:


New York State voters are no longer permitted to cast a ballot on a voting machine if they have already been issued an early mail, accessible, or absentee ballot for that election. Voters who have already been issued a ballot may cast an affidavit ballot in person, to be counted only if the voter’s early mail, accessible, or absentee ballot has not been received.

If a voter requests a second early mail, accessible, or absentee ballot, any previously issued absentee ballot that is returned by the voter will be set aside. If both ballots are received before the return deadline, the ballot with the later postmark date will be accepted unless the first ballot has already been opened. If a voter submits more than one timely ballot and also casts an affidavit ballot, the last received ballot, either submitted in person during the election or by mail within the absentee return deadline, will be canvassed.
