March 2025 CSBG Newsletter


Welcome to the March edition of our Community Services Block Grant (CSBG) newsletter! As we welcome the new season, we're excited to highlight the impactful work that continues to empower individuals and families across the Commonwealth. This month, we focus on the important updates on the resources available to for our network, from Community Action Plans to reporting and data capacity we hope this email is a resource for all agencies. Stay tuned for updates, opportunities, and ways you can get involved as we continue working together to build a stronger, more resilient network.

Community Action Plans - Due May 1, 2025


The CSBG Community Action Plans will be due May 1, 2025. This plan will cover the program year starting July 1, 2025. The new program year is now open in CSBG Reporter, and agencies can begin working on the plan. There will be a refresher webinar on March 11th hosted by the CSBG Team. Registration for that webinar is now open. The Community Action Plan Manual has been updated, the new version can be downloaded today. Please refer to this manual when completing the CAP Plan.

Allocation Amounts for 2025-2026


Within the next two weeks your agency will receive the projected CSBG and TANF allocations for program year 2025-2026. You will use these projected amounts to prepare your agencies budget which is to be submitted by May 1, 2025. Please note that the TANF amount you will receive includes an additional $2 million in TANF funding, which was included in the State Budget but is still pending the Governor’s approval. As a reminder, the additional $2 million in TANF funding is intended to offset losses that agencies will experience due to serving a new locality for the upcoming year, as well as changes to census data for the following year. 

2nd Quarter CSBG Allocations from Federal OCS


The CSBG Second Quarter allocations were released to the states on February 28, 2025. This allocation covers funding for the most recent Continuing Resolution (CR) that runs through March 14, 2025. CSBG eligible entities can continue to apply the higher eligibility rate of 200 percent of the Federal Poverty Level (FPL) for services provided through March 14, 2025. Any extension beyond March 14, 2025, will depend on future actions by Congress.

CSBG 3rd Quarter Reports Due May 15, 2025


The CSBG Third Quarterly Report will be due on 5/15/2025 through CSBG Reporter. The 3rd quarter report contains the CSBG Progress Report (unduplicated counts of people receiving services and outcomes in quarter 3) and the ROMA 3rd quarter Progress reports. Reports are reviewed by CSBG staff and feedback is sent for any necessary corrections. As you are working on the reports please do not hesitate to reach out if you have any questions.

Stay Connected - VACAP Federal Update Calls


We encourage all agencies to stay connected with the bi-weekly VACAP federal update calls. These calls provide an opportunity for agencies to connect with VACAP and OEO on the latest federal updates. OEO will issue guidance and interpretation on any new federal information issued in a timely manner. We are coordinating with VACAP to ensure consistent messaging on all new federal information. The next call is Wednesday, March 19th at 1pm.
