New HUD Secretary Leading Drastic Program and Staff Cuts at HUD

With the confirmation of Scott Turner, a former developer and Texas state legislator, as the new Secretary of the US Department of Housing and Urban Development (HUD) and the Department of Government Efficiency (DOGE) pushing forward drastic spending cuts, HUD contract and staff reductions are being implemented.

Continuing Resolution Likely to Extend Federal Budget Negotiations Past March

Lawmakers have until midnight on March 14, 2025, to pass a final FY 25 spending agreement, and Senate Majority Leader John Thune has recently indicated the high likelihood of passing a Continuing Resolution (CR) to extend federal funding past the March 14 deadline and keep the government operating.


The US House of Representatives narrowly passed a Republican budget resolution at the end of February that called for continuing $4.5T in tax cuts from 2017 and a $2T reduction in federal spending over a decade, while the Senate passed its budget resolution a few days earlier. Despite this, Senate Majority Leader John Thune recently indicated that he only intends to put the House budget resolutions on the floor after March 14 and declined to commit to scheduling a vote on the resolution.

Notable New State Bills Tackle Streamlining, RHNA, and Housing Finance

Friday, February 21, 2025, marked the deadline for bills that lawmakers in the State Capitol could introduce. This was the first year that leaders in the Legislature imposed introduction limits of 35 bills per Assemblymember and Senator for the two-year session.


Despite this, a record 2,350 bills -- 1,500 Assembly bills and 850 Senate bills -- were introduced before the deadline. A summary of each bill introduced can be searched under keywords or by legislators’ names at www.leginfo.ca.gov.

Seattle Social Developer Builds Greater Momentum Around Social Housing

In February, the City of Seattle voters approved Proposition 1A to fund the previously approved Seattle Social Housing Developer, a public development authority that will create social housing in Seattle.


The City of Seattle has perhaps made the most headway in making social housing a reality, with Initiative 135 (I-135), which created the Seattle Social Housing Developer, being approved in 2023.

The California Strategic Growth Council (SGC) is seeking developers, jurisdictions, and other market participants’ input related to the factory-built housing (FBH) landscape in California. The SGC recognizes factory-built housing (FBH) as an opportunity to accelerate progress toward California’s housing production and affordability goals while reducing the environmental impacts associated with conventional residential construction.


SGC welcomes input from participants across the California FBH market to gain insights on actionable strategies to address previously identified barriers to FBH deployment, such as zoning and other land use regulations, market conditions, supply chain dynamics, and access to financing.
