Engineering provides updates on several projects | | |
City Engineer Jarek Wigness provides updates frequently to the City Commission, during its regularly scheduled meetings, on road and infrastructure projects happening in the city. The most recent updates include:
Lead Service Lines. Over 3,600 letters were recently mailed to residents that have water service lines that are considered “unknown”. A Town Hall was held Feb. 5 at City Hall to explain the project. AE2S inspectors are out in the community determining the materials of those unknown service lines. Learn more at cityofmandan.com/lcrr.
Mandan Proper Phase I. In January, a public open house was held for all phases of
the Mandan Proper project. There was also a public input meeting for those in Phase
I at the end of February. The project area for Phase I is in the northwest quadrant of
Mandan Proper, expanding from Division St to Fourth St NW from Sixth Ave NW to
Third Ave NW.
Memorial Highway. As a reminder, Memorial Highway reconstruction is a two-phase,
three-year project. Work will resume on the east portion of Memorial Highway (32nd Ave to 46th Ave) once road restrictions are lifted this spring.The east portion is expected to be completed by July 9. The second phase will start this spring with off-roadway work happening first, followed by road work from Main Street to near Riverwood Ave. In 2027, the project will include improvements from Riverwood Ave to 32nd Ave. The public is invited to an open house on March 18 from 4-7 p.m. at Midway Lanes, 3327 Memorial Hwy to learn more about the project.
Street Improvement District 242 (“2B”). This is a project (expanding from Division
St to Main St from 14th Ave NW to Sixth Ave NW) being brought back to City Commission to consider replacing cast iron watermains, improve sanitary sewer lines, stormwater conveyance and roadway improvements. Two public input meetings have taken place: Jan. 21 & Feb. 18. Letters were mailed to property owners in the district in early February. The project will go before City Commission again on March 17.

Cappuccino on Collins sweeps Winter Business Awards
The City of Mandan will recognize Cappuccino on Collins as the winner of the 2025-2026 Golden Shovel award at the March 3 City Commission meeting. Cappuccino on Collins won with 30.68% of the votes. Vicky’s Sports Bar was a close second.
The public nominated six Mandan businesses doing a good job keeping walkways free of snow and ice this winter. Voting took place Feb. 2-13. Two votes separated the winner and runner-up.
Cappuccino on Collins swept the 2025-2026 Winter Business Awards competition, winning both the Winter Decorating and Golden Shovel awards!

Candidates should be circulating petitions for several positions up for election in 2026. Petitions must be filed no later than 4 p.m. on Monday, Apr. 6 with all entities.
The primary election will be held on Jun. 9. Top candidates from the primary election for Morton County positions will advance to the Nov. 3 general election.

| | NDLC 'If I Were Mayor' essay contest entries due March 13 | | |
Each spring, the North Dakota League of Cities sponsors a statewide If I Were Mayor essay contest for third and seventh grade students. The contest encourages young people to think about public service and future community leadership. Essays must address why the student feels their community is great and what they would do to improve their city if they were mayor.
If I Were Mayor essay contest winners will be announced in conjunction with City Government Week in April, will receive a $150 prize and have their essays featured in the League’s publication, CITYScan.

Mandan to recognize one winner from each grade. Separate from the NDLC’s contest, City staff will receive all Mandan entries and have judges select a winner from both third and seventh grade entries. Local contest winners will be invited to a Mandan City Commission meeting and their class will receive a visit with the mayor and donuts!

During the 2025 legislative session, North Dakota Century Code 57-02-53 (1) was updated and requires written notice of the amount of the true and full value of each parcel of taxable property for the current and previous year, including improvements, which have been assessed by the assessor to be delivered to every property owner. This notice will be mailed in mid-March.
In previous years, a Notice of Increase in Real Estate
Assessment was only sent to those properties with an increase of $3,000 or more and 10% or more from the amount of previous year’s full and true value.
